Summary Investigation disclosed that the allegation that HL&P was preventing Bechtel Power Corporation from reviewing documents had no meri Interview of the individual who allegedly made the allegation resulted in that individual's explaining that no such statement was made regarding Bechtel's reviewing records. The individual in question stated that in December 1981 HL&P was making four copies of all documents, keeping two copies and sending Brown &

Root the other two copies. These records were located in the QA vault (micrographic section) and HL&P had a problem storing the records until they were forwarded to the Brown & Root headquarters in Houston. The individual in question explained that a comment was made in regard to the fact that storage was limited, and Brown & Root records had to be moved around to make room available for the HL&P records. This individual remarked that in January / February 1982 these 35mm microfilmed records were finally forwarded to Brown & Root headquarter Background On December 11, 1982, Mrs. Peggy Buckhorn, Executive Director, Citizens for Equitable Utilities, notified the NRC Region IV that a friend (not further identified) told her that Individual A was overheard by Individual B making a remark that HL&P was moving records around thereby, preventing Bechtel from proper review. On March 1,1982, a letter from Mr. Lanny Sinkin identified

Investigation of Allegation Allegation Mrs. Peggy Buckhorn and Mr. Lanny Sinkin alleged that they received information that Individual B overheard Individual A comment that HL&P was systematically preventing Bechtel Power Corporation from reviewing or examining various documents which disclosed serious deficiencies in previous wor Investigative Findings Interview with Individual A On April 8, 1982, Individual A was interviewed and commented that she worked as a clerk in the QA vault for Brown & Root at the South Texas Project from the summer 1981 to the spring 1982. Individual A, whan asked about the allegation / statement, stated that she did not make the alleged comment. Individual A explained that in the November / December 1981 timeframe she was making aperture cards and/or film negatives of various records and/or documents. Individual A stated that she made four copies of each document; HL&P received two copies and Brown & Root received two copies. Individual A stated a small problem arose because the necessary release and acceptance forms from the Brown & Root headquarters in Houston, Texas, had not been receive Individual A remarked that this caused a minor problem because Brown & Root duplicate records were being stored on the South Texas Project site and space was limited, thereby causing the Brown & Root records to be moved around to allow more storage space for the HL&P records. Individual A stated that during the January / February 1982 timeframe, Brown & Root finally sent the necessary forms and all the duplicate Brown & Root records were forwarded to the headquarters office of Brown & Root in Houston, Texas. Individual A stated she did complain at that time about having to move records around due to storage problems, but never stated that Bachtel was being prevented from reviewing any records and/or documents. Individual A stated that to the best of her knowledge Bechtel has had access to all records and/or documents and has never been prevented from seeing any types of records / document . . . _ _ _ ..

Interview of Interview B On April 8, 1982, Individual B stated that he misinterpreted Individual A's comments. . Individual B stated he subsequently learned that the records /

documents, in question, were the property of Brown'& Root not of HL&P; and he recently learned that the records were moved around because of storage problems. Individual B remarked tiiat he also recently learned that the records in question were forwarded to Brown & Root located in Houston, Texa Individual B explained that based on this clarification his initial allegation has no meri !
