UPDATED INSPECTION PLAN FOR CLINTON POWER STATION, UNIT 1 AND QUARTERLY ASSESSMENT LETTER (REPORT 05000461/2017005)

Dear Mr. Hanson:

The enclosed inspection plan lists the inspections scheduled through June 30, 2019, for Clinton Power Station. The U.S. Nuclear Regulatory Commission (NRC) provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. Routine inspections performed by resident inspectors are not included in the inspection plan. The inspections listed during the last twelve months of the inspection plan are tentative and may be revised. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant any changes. This inspection plan does not include the plan for security-related inspections, which will be sent via separate, non-publicly available correspondence.

The NRC staff recently evaluated the preliminary significance of an issue at Clinton Power Station regarding the Division 1 Emergency Diesel Generator Room Vent Fan. This issue is described in NRC Inspection Report 05000461/2017009 sent to you August 14, 2017. The final significance determination of this issue may affect the NRCs assessment of plant performance and the enclosed inspection plan.

As discussed in our 2016 Annual Assessment Letter for Clinton Power Station, Unit 1 (Inspection Report 05000461/2016006) (ML17054C676), dated March 1, 2017, the NRC issued eight traditional enforcement violations associated with impeding the regulatory process.

Therefore, the NRC plans to conduct Inspection Procedure 92723, Follow Up Inspection for Three or More Severity Level IV Traditional Enforcement Violations in the Same Area in a 12-Month Period, to follow-up on these violations.

The NRC also identified a cross-cutting theme in the area of human performance as part of the March 1, 2017, Annual Assessment Letter for Clinton Power Station, Unit 1, due to 20 inspection items being identified in the cross-cutting area of human performance over a 12-month inspection period. During this assessment period of July 1, 2016 through June 30, 2017, the number of inspection items with the cross-cutting area of human performance decreased below 20; therefore the previously identified theme is closed. This letter and its enclosure will be made available for public inspection and copying at http://www.nrc.gov/reading-rm/adams.html and at the NRC Public Document Room in accordance with 10 CFR 2.390, Public Inspections, Exemptions, Requests for Withholding.
