Inspection Summary Inspection on October 10, 11, 17 and 18, 1979 (Report No. 50-461/79-10)
Areas Inspec+ed: Routine, unannounced inspection of the environmental protection program including management controls; environmental program conduct; program results and a tour of Clinton Lake and the site construc-tion activities. The inspection involved 18 inspector-hours on site by one NRC inspector.

Management a.
Organization The responsibility for the environmental protection program by
.
the Illinois Power Company (IPC) rests with the Department of Environmental Affairs. The Director, Environmental Affairs Department, reports directly to a Vice President.
The licensee is utilizing Baldwin Associates as a site construc-tion contractor to implement the environmental protection requirements during construction, with the exception of the requirements related to transmission line construction activities.
Transmission line construction environmental protection require-ments are directed by the IPC manager of Clinton site activities.
The Environmental Affairs Department is responsible for all radiological, biological, water quality and meteorological environmental programs.
Biological monitoring and water quality programs were subcontracted to Nalco, Northbrook, Illinois through April 1978. Since that time these programs have been performed by the Environmental Affairs Department and Central Labs, IPC. The Environmental Affairs Department also performs audits of the Environmental Control Program through monthly inspections. These audits are intended to insure implementation of commitments made in the Environmental Report and the Final Environmental Statement and to insure compliance with the Construction Permit. The inspector reviewed audit 1665 298-2-
reports for April 1978 through October 1979, no discrepancies or deviations were noted and identified problems were resolved.
No items of noncompliance or deviations were identified.
b.
Procedures The inspector discussed the implementing and control procedures for the conduct and review of the environmental protection program with licensee personnel. The environmental control program for construction activities, Clinton Power Station, Revision 2, dated February 22, 1978, defines responsibilities, purpose, methods and documentation made under this program.
The Environmental Affairs Department makes monthly reviews of licensee commitments as defined in the Environmental Report (ER) and the Final Environmental Statement (FES) as well as requirements in the Construction Permits.

. The commitments completed were Nos. 2, 15, 16, 23, and 26.
The inspector reviewed the documentation of the completion of these commitments and no problems were noted.
No items of noncompliance or deviations were noted.
3.
Environmental Programs
,
a.
Water Chemistry The inspector reviewed pre-operational water chemistry monitoring data for the period May 1977 through April 1978 by review of the Nalco annual report. The water chemistry monitoring data for the period February 1978 through October 1979 was reviewed by an audit of Central Laboratories analysis records.
It is determined that water chemistry monitoring program has been conducted on a monthly basis for the parameters described in Sections 6.1.3.2.6 of the Final Environmental Statement (FES)
as required by the Construction Permit.
Since the initiation of lake filling in November 1977, the additional sampling locations described in Section 6.1.3.3.1 of the FES have also been monitored.
b.
Aquatic Biology The inspector reviewed the monitoring data for zooplankton, benthos, and periphyton collected by Nalco the licensee's contractor for the period May 1977 through April 1978 and by the licensee for the period May 1978 through October 1979.

was determined that the sampling was conducted in accordance with the requirements of the Construction Permit.
c.
Fisheries The inspector reviewed the fish sampling program as conducted by the licensee at three locations on Salt Creek and at two locations on the north fork of Salt Creek during the period of May 1977 through February 1978 by the licensee's contractor and from February 1978 through October 1979 by the Field Biology Section of the Environmental Affairs Department, IPC. The inspector determined that the requirements of the Final Environ-mental Statement as referenced in the Construction Permit had beenmeg7 As discussed in the previous environmental inspection report,- prior to the lake filling the licensee was conducting stream bottom sediment sampling as an alternative to fish sampling for analysis of lead, mercury, zinc, and polychlorinated biphenyls (PCB's) and herbicides and insecticides because not enough fish were available for collection.
Since the filling and stocking of the lake with fish, after May of 1978, the licensee has been collecting fish rather than bottom sediments for the required analyses.
d.
Terrestrial The inspector reviewed the bird and animal census and the
,
trapping data required by the CP, as referenced in the Environ-
~
mental Statement.
It was noted that these activities were in accordance with the CP requirements.
e.
Site Preparation and Construction The inspector visited the site on October 11 and 18, 1979, and determined that site preparation and construction work was proceeding as authorized by the Construction Permit. The inspector observed that all excavated and waste materials were being disposed of or stored in a manner specified in the CP.
It was noted that 12 licensee commitments as identified in the Final Envioramental Statement, Construction Permit or the Environmental Report remain to be fulfilled and are being monitored by the licensee.
f.
Erosion The inspector determined that the licensee has implemented the Construction Permit required drainage and erosion control program. Drainage culverts have been installed and grading and reseeding of lake embankments and other disturbed areas around

the lake and the dam have been in accordance with the construc-
,
tion permit.
g.
Dewatering The inspector determined that the dewatering operation has been completed. The test wells drilled to determine any effect on local ground water were monitored during the dewatering operation.
Licensee documentation of these well levels showed no abnormal level variation.
It was also determined that effluent water obtained from the dewatering operation was held in settling basins prior to release into Salt Creek, or Lake Clinton.
The operation fulfilled the licensee's agreement to provide a silt removal system prior to such discharge.
No items of noncompliance or deviations were identified.
4.
Exit Interview The inspector met with licensee representatives (denoted in Paragraph 1) at the conclusion of the inspection at the Corporate Office on October 17, 1979 and at the site on October 18, 1979. The inspector summarized the purpose and scope of the inspection and the findings.
