A mana5,ement meeting was held, at the request of WPPSS Senior Mananom.er.t on February 25, 1981, at the NRC Region V Office, San Francisco, California.
The purpose of the meeting was for the licensee to describe the actions taken witn regard to concerns expressed by NRC Region V management at the October, 1980 Systematic Appraisal of Licensee Performance (SALP) meeting.
NRC representatives also discussed current concerns relating to licensee performance.

WPPSS Presentation Messrs. Ferguson, Dobsor and Mazur discussed actions they have taken, or plan to take, to correct the problems identified during the October 1980 SALP meeting. The topics discussed included:

The presentation by the licensee indicated a strong commitment to take proper corrective actions on the probler.; previously identified by the NRC, Region V.

Region V Presentation
.
The Region V Dircc'cor and members of his staff reviewed the enforcement history for the WPPSS 1, 3, 4 and 5 projects,
. covering the past 20-month period.
In this review the Region V staff expressed concern that the number of items of noncompliance identified, at all four projects, has increased significantly in the six-month period following the SALP review. The Region

V staff pointed out that basically the same regulations continue
,
to be violated and that the basic causes for those violations remain the same, i.e., apparent failure to provide adequate
,
procedures and lack of strong discipline in the adherence to approved procedures.

-3-The Region V staff acknowledged that the corrective actions being
-
implemented or connited to by WPPSS management appear to be in areas appropriate to past and current concerns of the NRC. However, it was stated that Region V intends to maintain close surveillance, during the coming months, over the activities being performed at the four projects.
It was also stated that a significant and lasting improvreent in licensee performance has yet to be observed, and such improvement is necessary to preclude escalated future enforcement action by the NRC.
