BRAIDWOOD STATION NRC INITIAL LICENSE EXAMINATION REPORT 50-456/02-301(DRS);
50-457/02-301(DRS)
Dear Mr. Skolds:
On July 18, 2002, the NRC completed initial operator licensing examinations at your Braidwood Station. The enclosed report presents the results of the examination.
Braidwood Station training department personnel administered the written examination on July 17, 2002, and NRC examiners administered the operating tests during the weeks of July 8, 2002, and July 15, 2002. Six Reactor Operator and five Senior Reactor Operator applicants were administered license examinations. The results of the examinations were finalized on July 24, 2002. Each of the applicants passed all sections of their respective examinations and were issued the applicable operator licenses.
This initial license examination was developed by your staff and was within the quality range expected by the NRC. There were no post-examination changes made to the written examination, and few problems were identified during the review and administration of the operating test.
In accordance with 10 CFR Part 2.790 of the NRCs "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS). SUMMARY OF FINDINGS ER 05000456-02-301, ER 05000457-02-301, on 07/8-18/2002, Exelon Generation Company, LLC, Braidwood Station, Units 1 & 2. Initial License Examination Report.
The announced operator licensing initial examination was conducted by regional examiners in accordance with the guidance of NUREG-1021, Operator Licensing Examination Standards for Power Reactors, Revision 8, Supplement 1.
Examination Summary:
Six Reactor Operator applicants and five Senior Reactor Operator applicants were administered written examinations and operating tests for initial operator licensing.
Each of the applicants passed all sections of their respective examinations and were issued the applicable operator licenses.

.1 Initial Licensing Examinations a.
Examination Scope The NRC examiners conducted announced operator licensing initial examinations during the weeks of July 8, 2002, and July 15, 2002. The facilitys training staff used the guidance established in NUREG-1021, Operator Licensing Examination Standards for Power Reactors, Revision 8, Supplement 1, to prepare the examination outline and to develop the written examination and operating test. The NRC examiners administered the operating test during the weeks of July 8, 2002, and July 15, 2002. The facility's training staff administered the written examination on July 17, 2002. Six Reactor Operator applicants and five Senior Reactor Operator applicants were examined.

Findings Written Examination During their initial review, the examiners determined that the examination, as submitted by the licensee, was within the range of acceptability expected for a proposed examination. There were no post-examination changes to the written examination.
Operating Test The NRC examiners determined that the operating test, as originally submitted by the licensee, was within the range of acceptability expected for a proposed examination.
Examination Results Six Reactor Operator applicants and five Senior Reactor Operator applicants were administered written examinations and operating tests for initial operator licensing.
Each of the applicants passed all sections of their respective examinations and were issued the applicable operator licenses.
.2 Examination Security a.
Inspection Scope The examiners reviewed and observed the licensee's implementation of examination security requirements during the examination preparation and administration.
b.
Findings The NRC examiners determined that the licensees examination security practices associated with the development and administration of the operator license examinations were satisfactory.
4OA6 Meetings Exit Meeting The examiners presented the examination teams preliminary observations and findings to Mr. Joyce and other members of the licensee management on July 18, 2002. The licensee acknowledged the observations and findings presented.

July 8 - 16, 2002 The following documents an observation made by the NRC examination team during the initial operator license examination. This observation does not constitute an audit or inspection finding and is not, without further verification and review, indicative of non-compliance with 10 CFR 55.45(b). This observation does not affect NRC certification or approval of the simulation facility other than to provide information which may be used in future evaluations.
No licensee action is required in response to this observation.
During the conduct of the simulator portion of the operating tests, the following item was observed:
ITEM DESCRIPTION 1.
During administration of Job Performance Measure RO A.1(1) Meter OTI-VA034 on Panel OPM02J was noted to be oscillating. This meter may be failing.
