Thank you for your letter dated March 16, 1983, infoming us of the steps you have taken to correct the items of noncompliance which we brought to your attention in Inspection. Report No. 50-456/82-08(DPRP);50-457/82-08(DPRP)

forwarded by our letter dated February 14, 1983. We will examine your

actions relative to Violations la, Ib, Ic and 2 during a subsequent l

inspection.

l With regard to Violation 3, we must deny your request to withdraw the item which you believe is unwarranted. We fully understand your position but the requirements of 10 CFR 50 Appendix B Criterion VI and ANSI N45.2 apply as well as your Quality Assurance Procedure No. 3-2 which defines what are current drawings and is intended to assure that the latest desipn documents are being used by the construction site. Further, your response indicates the potential for other design document control problems and/or confusion in that drawings are being stamped with Engineering Change Notices and Field Change Requests which are not applicable to that drawing or which have been superseded but rem 41n on the construction drawing.

Records indicate that design' drawings are issued to the contractor in a timely manner, nomally the contractor receives the updated drawing on the same day or the following day that CECO construction office receives the drawing, so your statement "some time must be allowed to distribute drawings to the field" is misleading.. For example, drawing MS37 " Auxiliary Building el 364'0" Component Cooling System sheet 9 revision V was received by CECO construction on January 10, 1983. Phillip Getschow field office and' their construction office received.the same drawing on January 11, 1983. ;

Consonwealth Edison Company-2-APR 251983 this same FCR (No. L8944) on !! arch 31, 1983.

In addition, Corrnonwealth Edison conducted an audit subsequent to the NRC inspector's review, on the current Sargent and Lundy design drawings in the Braidwood construction office. This audit revealed..that 196 drawings were missing or were not the current revision.

It should be noted that this audit did not address the document problems relative to Field Change Requests and Engineering Change Notices but was only an audit of drawing numbers against appropriate revision nur.ber.

The above information does not support the conclusions stated in your letter and this item recains a violation as stated in the original report. Thus, please describe in regard to.this matter: (1) Corrective steps which have or will be taken by you, and the results achieved; (2) Corrective steps which will be taken to avoid further items of noncompliance; and (3) Tne date when full compliance will be achieved. Section 2.201 of 10 CFR Part 2 requires that you respond within thirty days of your receipt of this letter.
