SENIOR REACTOR OPERATOR RETAKE EXAMINATION ST. LUCIE NUCLEAR PLANT - 05000335/2004302 AND 05000389/2004302

Dear Mr. Stall:

On December 20 - 21, 2004, the Nuclear Regulatory Commission (NRC) administered an administrative topics part of the operating test to one employee of your company who had reapplied for a license to operate the St. Lucie Nuclear Plant. The applicant passed the retake examination.

No findings of significance were identified.

In accordance with 10 CFR 2.790 of the NRCs Rules of Practice, a copy of this letter and its enclosures will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS).

SUMMARY OF FINDINGS ER 05000335/2004302, 05000389/2004302; 12/21/2004; St. Lucie Nuclear Plant, Units 1 & 2; Licensed Operator Examination.

The NRC conducted an operator licensing initial retake examination in accordance with the guidance of NUREG-1021, Revision 9, "Operator Licensing Examination Standards for Power Reactors." This examination implemented the operator licensing requirements of 10 CFR

§55.43.

The NRC administered the administrative topics part of the operating test on December 20-21, 2004. This retake test was developed by the licensee. One Senior Reactor Operator (SRO)

applicant passed this retake test and was issued a license.

No findings of significance were identified.

Report Details 4. OTHER ACTIVITIES (OA)

4OA5 Operator Licensing Initial Examinations a. Inspection Scope The examiner reviewed the administrative topics part of the operating test developed by the licensee for compliance with the guidelines specified in NUREG-1021, Revision 9.

The examiner reviewed the licensees examination security measures while preparing and administering the examination to ensure examination security and integrity complied with 10 CFR 55.49, Integrity of examinations and tests.

The examiner evaluated one SRO applicant who was being assessed under the guidelines specified in NUREG-1021. The NRC administered the administrative topics part of the operating test on December 20-21, 2004. The evaluation of the applicant and review of documentation were performed to determine if the applicant met requirements specified in 10 CFR Part 55, Operators Licenses.

b. Findings No findings of significance were identified. The examination materials submitted by the licensee were acceptable. The applicant passed the examination.

The licensee did not submit any post examination comments concerning the administrative topics part of the operating test. The examination may be accessed in the ADAMS system (ADAMS Accession Number ML043630361).
