NRC SAFEGUARDS INSPECTION OF COMPLIANCE WITH ORDER INSPECTION REPORT 50-361/02-013; 50-362/02-013

Dear Mr. Ray:

On October 11, 2002, the NRC completed an inspection at your San Onofre Nuclear Generating Station, Units 2 and 3, facility. The enclosed report documents the inspection findings which were discussed on October 11, 2002, with Mr. Dwight Nunn and other members of your staff.

This inspection examined activities conducted under your license as they relate to safety and compliance with an Order issued on February 25, 2002, which required your site to implement specific measures related to security of your facility. The inspection utilized Temporary Instruction 2515/148, Inspection of Nuclear Reactor Safeguards Interim Compensatory Measures, to verify implementation of the Order as clarified in your responses dated March 18, 2002, and May 14, 2002. Within these areas, the inspection consisted of selected examination of procedures and representative records, observations of activities, and interviews with personnel.

As discussed during the inspection and at the exit meeting, the Federal Bureau of Investigation provides the primary law enforcement interface for San Onofre Nuclear Generating Station.

Although the Federal Bureau of Investigation is the local law enforcement agency of record, the licensee had established additional verbal agreements with the Orange and San Diego County Sheriff departments and other members of the Critical Incident Response Group. The agreements are not formalized since a federal agency is responsible.
