-2-EXECUTIVE SUMMARY San Onofre Nuclear Generating Station. Units 2 & 3 NRC Inspection Report 50-361/96-12, 50-362/96-12 Plant Suooort This was a special, announced inspection of the licensee's vehicle barrier system program utilizing Temporary Instruction 2515/132 (Malevolent Use of Vehicles At Nuclear Power Plants), dated January 18, 199 . Five unresolved items were identified involving the vehicle barrier syste The items are pending NRR review (Section S1.1).

. The bomb blast analysis was completed in accordance with the NRC recommended model. The licensee has maintained all documentation of the analysis. The measurement distances used in the calculations appeared to be accurate (Section S1.2).

. The inspectors identified a procedure weakness in search and compensatory measures areas. The weakness is identified as an unresolved item pending NRR review (Section 51.3).

. A non-cited violation was identified involving the protection of safeguards information (Seciton 5.2.2).
