Status of Previous Insoection Items (C1csed) Unresolved Items (50-344/80-08/01 and 50-344/80-08/02)

Verification of Model Numbers on NAMC0 Switches and KSCO Solenoid ano ASCO Solenoid Valves In April 1980, the inspector performed an examination of installed ccmponents in the safety injection system to verify that all component types and model numbers were correctly listed in the licensee's " Master List" established in response to IE Bulletin 79-018. At that time, certain MAMCO limit switches and ASCO solenoid valves were incorrectly listed. The licensee has ccmpleted a "walkdown" of all systems required to operate in harsh envircnments and has verified all component types and model numbers.

A corrected master list was included in the Septerber 5,1980 submittal. The inspector ccmpared data he-took during the April 1980 insptection with component types and model numbers on the latest master list (Revision K). No errors were noted.

These items are closed.

Review of Licensee's Response to IEB-7901B This inspecticn was performed for use as an input to the' Safety Evaluation Peport (SER) on qualification of Class IE electrical equipment installed in potentially harsh environments. The objective was to review the licensee's September 5, 1980 submittal in response to IEB-7901B and to' verify that the licensee has adequately evaluated safety related electrical equipment at the Trojan facility for environmental qualification per the D0R guidelines. detailed in the licensee's submittal were itemized in five categories:

(1) Equipment Qualified for Plant Life; (2) Equipment Qualified with Restrictions; (3) Equipment Exempt from 0~'fication; (4) Equipment whose Qualification is Unresolved, and (b.

ipment tiot Oualified.

Equipment in each of these categories is - : ailed in a technical evaluation report creoared by the inspector after this inscection.

The licensee's September 5,1980 response did appear to address all items pertinent to the Trojan facility required by IEB-7901B of January 14, 1980 and supplements 2 and 3 to this bulletin of September 29, 1980 and October 24, 1980 rescectively.

The licensee's September 5,1980 submittal included all safety-related equipment required to mitigate an eccident (LOCA, HELB) and bring the plant to a Hot Safe Shutdown condition. The cualification information for additional ecuinment reouirea to achieve and n'aintain a cold shutdown condition will be orovided by the licensee by February 1,1981 in accordance with IEB-7901B, Suoplement 3, of October 24, 1980.

The licensee's Septencer 5,1980 submittal included all installed TitI action plan eculpment. Qualification information for TliI action-plan ecuipment not yet installed will be submitted with the pre-implementation review data or by tne implementation date in accordance with the requirements of IEB-7901B, Supplement 3, of October 24, 1980.

The licensee stated a number of plant modifications have been made as a resuit of the environmental qualification review.

Equiprent identified as being recuired to operate while submerged has been relocated above su'aergence levels. The licensee c

stated during the October 27-31, 1980 inspection that no items, other than cables, are required to operate while submerged.

fiew Carten 763 and 764 pressure transmitters and ASCO series lip solenoid valves were installed during the last refueling outage to replace equipment identified as unqualified. Further replacements of these ccmponents will be accomplished during the April,1981 refueling outage. The licensee learned that environmental qualification tests of tiAtiC0 EA1GO limit switches were not applicable unless a seal uas provided on the electrical cable entry into the switch.

Conax seals were obtained and installed during the last refueling outage.

In addition a nunber of electrical terminations for which environmental qualification was in question were repaired.

A number of components with age related failure modes or a qualified life of less than 40 years have been identified. A program for periodic replacement of these components is to be instituted, in accordance with the quality assurance requirements of 10 CFR 50, Appendix B, by April, 1981. Also the licensee intends to review the procedures for control of replacement parts and implement channes as necessary to assure implementation of environmental qualification requirements.

The review of the licensee's IEE-7901B response also disclosed 8 ccaponent types not oualified for harsh environment service.

All but one of these cceponents were reported in licensee event report 82-22. The missing item is cable used in the power range monitoring and reactor trip system, excluded from this review by IEB-79010, Supplement 2, Answer 12. The licensee has provided a schedule for replacement of these components by June 30, 1982, and has performed a technical evaluation to support continued operations pending qualification of these items.

Several changes to the September 5, 1980 submittal were discussed. These changes were mainly due to additional information available at the time of the inspection which was not available for the September submittal.

Several items which had unresolved qualification status were shown s

to be either qualified or unqualified due to the licensee's efforts i

to resolve open items. One item, limitorque motor operated valves, i

which the licensee evaluated as qualified for harsh environment service was determined to be unoualified due to unoualified motor brakes. These changes were discussed in detail and included in the technical evaluation report prepared by the inspector.

The licensee plans to make an additional submittal of environmental cualification information during December 1980 or January 1981. This submittal will update the September 6,1980 response and will include information discussed during the October 27-31, 1980 inspection.

4.0 Exit Interview At the conclusion of the inspection, the inspector met with licensee representatives (denoted in paragraph 1). The scope and findings of the inspection as noted in this report and the Technical Evaluation Report (TER) en environmental qualification of safety-related electrical equipment to harsh environments per IE Bulletin 7901B prepared by the inspector, were discussed.
