Unannounced inspection of a shipment of low specific activity radioactive waste.
Results:
Two items of noncompliance were identified in connection with the shipment -- failure to mark two drums " Radioactive - LSA" and one container appeared to fail the requirement of a strong tight package.

This shipment consisted of 156 metal drums, containing a total of approximately 1500 millicuries of various activation and byproduct radionuclides. The load was designated as Radioactive Material, Low
.
Specific. Activity, and exclusive use of the vehicle was requested.
2.
The radiation measurements indicated maximum dose rates of 30 mR/hr at the surface of the trailer, 5 mR/nr at 6 feet from the trailer and less than 2 mR/hr in the cab. Wipes samples of the vehicle and containers indicated no removable radioactive contamination.

During the unloading containers 363 and 409 were observed not to have
" Radioactive-LSA" marking on the outside of the package.
(See enclosed photographs 1 and 2). This appears to be in noncompliance with 49 CFR 173.392 (c)(8).

4.
Upon tilting container 365 during the off loading, liquid was observed dripping from the binding metal ring.- This container was set aside for further examination.
It was noted that the top cover was abnormally depressed, and two bunged holes were located on the cover. Tilting the container again produced the release of. liquid.
It was estimated that the total amount of liquid observed released from this container

was about one cup.

Wipes taken of the leaked liquid and container indicated no removable radioactive contamination. Radiation measurement of this container indicated a dose rate of 16 mR/hr at the surface and a dose _ rate of 2 mR/hr at 3 feet from the container. These radiation measurements were in agreement with the radiation levels reported by the licensee'in their RSR, which is enclosed as Appendix A.

The onsite representative of the. State of Washington and f!ECO contacted Mr. Tom Meek, the representative of the licensee, by phone.
Mr. Meek asked Mr. Jack Mills to visually examine the container and confirm the findings. Mr. Mills concluded that since the licensee's waste process facility included open storage, rainwater could have accumulated on the dented cover and wetted the container. Pursuant to a telephone conversation of June 25,'1980, the representative of

the State of Washington related to this inspector that Mr. Tom Meek arrived late onsite on June 20, 1980. Mr. Meek opened the container and found the gasket was not properly seated. Also liquid was observed wetting the plastic bags inside the container.

Based on the observation that liquid leaked from the inside of the container, it is concluded that this container was not a strong, tight package. This condition appears to be in noncompliance with 49 CFR 173.392 (c)(1).

The State of Washington representative reported on June 19, 1980, that the State of Washington canceled the burial permit and banned Portland General Electric from the use of the burial site until further notice.
