MILLSTONE POWER STATION, UNIT 2 - OPERATOR LICENSING RETAKE EXAMINATION REPORT 05000336/2023302

Dear Daniel Stoddard:

On February 22, 2023, the U.S. Nuclear Regulatory Commission (NRC) completed a retake examination at Millstone Power Station, Unit 2. The enclosed examination report documents the examination results, which were discussed on March 2, 2023, with Angelo Leone, Supervisor, Nuclear Training Millstone 2 Initial License Training, and other members of your staff.

The retake examination included the evaluation of one applicant for a reactor operator license.

The written retake examination was developed using NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," Revision 12. The license examiner determined that the applicant satisfied the requirements of Title 10 of the Code of Federal Regulations (10 CFR) Part 55, and the appropriate license was issued on March 2, 2023.

No findings were identified during this examination.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs Agencywide Documents Access Management System (ADAMS). Retake Examination Report.

One NRC examiner evaluated the competency of one applicant for a reactor operator license at Millstone Power Station, Unit 2. The facility licensee developed the retake examination using NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," Revision 12.

The written retake examination was administered by the facility on February 22, 2023. The NRC examiner determined that the applicant satisfied the requirements of Title 10 of the Code of Federal Regulations (10 CFR) Part 55, and the appropriate license has been issued.

.1 License Applications

a. Scope

The examiner reviewed the license application submitted by the licensee to ensure the application reflected that the applicant satisfied relevant license eligibility requirements.

The application was submitted on NRC Form 398, Personal Qualification Statement, and NRC Form 396, Certification of Medical Examination by Facility Licensee. The examiner also audited the license application in detail to confirm that it accurately reflected the subject applicants qualifications. This audit focused on the applicants experience and on-the-job training, including control manipulations that provided significant reactivity changes.

b. Findings

No findings were identified.

.2 Operator Knowledge and Performance

a. Examination Scope

On February 22, 2023, the licensee proctored the administration of the written retake examination to the applicant. The licensee staff graded the written examination, analyzed the results, and presented their analysis to the NRC on February 23, 2023.

The applicant was excused from the entire operating test since they previously passed it during the initial licensing exam.

b. Findings

No findings were identified. The applicant passed the written retake examination.

The NRC examiner completed the final grading of the written retake examination on February 27, 2023, and conducted a review of each missed question to determine the accuracy and validity of the examination questions. In accordance with current NRC policy, the release of this written retake examination will be delayed for two years. The text of the examination questions may be accessed in the ADAMS system under the accession number noted in the Attachment.

.3 Initial Licensing Examination Development

a. Examination Scope

The facility licensee developed the written retake examination in accordance with NUREG-1021, Revision 12. All licensee facility training and operations staff involved in examination preparation and validation were listed on a security agreement. The facility licensee submitted the draft examination package on January 10, 2023. The chief examiner reviewed the draft examination package against the requirements of NUREG-1021 and provided comments to the licensee on January 30, 2023. The licensee satisfactorily completed comment resolution on February 9, 2023.

b. Findings

No findings were identified.

The examiners determined that the written retake examination initially submitted by the licensee was within the range of acceptability expected for a proposed examination.

.4 Simulation Facility Performance

a. Examination Scope

No operating test was administered to the applicant, so there was no evaluation of simulator facility performance.

b. Findings

No findings were identified.

.5 Examination Security

a. Examination Scope

The examiner reviewed examination security for the retake examination for compliance with NUREG-1021, Revision 12 requirements.

No findings were identified.

4OA6 Meetings, Including Exit

The chief examiner presented the examination results to Angelo Leone, Supervisor, Nuclear Training, Millstone Unit 2 Initial License Training, and other members of the licensee's management staff on March 2, 2023. The licensee acknowledged the findings presented.

The licensee did not identify any information or materials used during the examination as proprietary.
