Status of Previously Reported Unresolved Items During the inspection of August 19, 1971, the carbon steel materials, stored at various locations, showed evidence of severe surface oxidation.

The current inspection established that this condition still exists.

The inspectore commented that the unprotected surfaces of carbon steel

materials stored outdoors were heavily oxidized and should be measured for minimum wall thickness after cleanup and' prior to use. Mr. Peck said that CP will perform these measurements at the appropriate time.

B.

The inspectors commented that tape protecting the Cadweld sleeves had become severely deteriorated.

Mr. Peck said that the sleeves would be suitably rewrapped.

In addition, he added Bechtel will perform a complete inspection in October 1972 of all materials in storage and prepare a report outlining all corrective measures necessary for winterizing the materiala and structures.

'd Additional Subjects Inspected, Not Identified in Section I, Where No Deficiencies or Unresolved Items Were Found 1.

G,eneral A routine inspection of the shutdown status of the Midland Units 1 and 2 facilities was made to examine the physical conditions and protection measures provided for materials, equipment, and founda-tion structures.

CP conducts weekly inspections at the site and related storage areas and the results of these inspections are documented. The status of construction has not changed from that reported following the RO inspection of August 19, 1971.

Items Discussed In response to questioninE, infor=ation on the following topics were provided by Messrs. Hills and Peck:

a.

No new materials have been received at the site in the last nine' months. The last items received were liner plates from Southern Delta Company, which constituted completion of the Southern Delta Company contract.

Bechtel inspected the site and storage conditions on May 17

1972. CP has a rough draf t of the Bechtel report in their Jackson, Michigan, office and are to send a copy of the final report to the Region III office.

c.

CP stated that they would also send a copy of the Bechtel Q-List of Class I components to the Region III office.

d.

There have been no changes in the site security and no reports of security incidents, e.

The batch plant is inactive. CP assumed ownership of the batch plant early in 1971, f.

The concrete test laboratory has been dismantled.

g.

There are no new construction activities to report.

h.

There are no changes in the fire protection system and no incidents to report.

CP Weekly Reports An examination was made of CP weekly reports for the period of January 14, 1972, to August 19, 1972. The reports included information covering the following topics:

a.

Site storage areas.

b.

Plant foundation structures.

c.

Site security system.

d.

Comments.

No items of noncompliance, nonconformance, safety, or unusual occurrence were indicated by the CP reports.

Items Examined An examination established that the weather protection provisions for the Unit 1 and 2 reactor buildings and auxiliary building

/N foundations were still intact and weatherproof.

O Sump pump provisions were determined to be adequate. The stainless steel radwaste piping, stored in the site office building, was determined to be in good condition.

Details of Subjects Discussed in Section I 5.

Materials in Outdoor Storage An examination of the materials stored outdoors on dunnage at the site, and at the Dow railroad aiding, provided the following information:

a.

The No. 18 rebar had a heavy coating of hard tenacious iron oxide.

b.

The containment wall plates, floor plates, equipment and personnel hatch penetrations, foundation embedments, main steam penetration, and large diameter circulating water-5-OV

piping, had a condition of severe oxidation on the unprotected

surface weld preparations. The painted sides were streaked I

with rust, and the unpainted backside of the plates and stiffeners were severely rusted. The protective tape, covering the Cadweld thimbles, was severely deteriorated. The inspectors commented that the minimum wall thickness requirements of the plates could

,

possibly be reduced below required thickness by the oxidation.

'

Mr. Peck said that, prior to use, the plate weld preparations and other surface areas will be cleaned and measured to determine that thicknesses are adequate, and the Cadweld thimbles will be retaped.

In addition, he added that techtel is to make an inspection in October 1972, and prepare a report which will include recommenda-tions for any further corrective measures and additional winterizing protection of the materials, components, equipment, and structures.
