MC 81020 - Management Effectiveness --Security Program The inspectors reviewed.the licensee management organization with regard to effectiveness in managing the security program. At the time of the inspection, three positions in the licensee's security organization were vacant due to internal transfers and one resignation. The position of r

Nuclear Services Division Manager, to which the Site Security Supervisor reports, is currently vacant. The inspector determined that this has not adversely impacted on the effectiveness of program management.

The positions of Security Engineer and Security Administrator have been vacant, respectively, since October 18, 1985 and January 31, 1986. In order to avoid possible adverse effect on program effectiveness, these

. positions should be filled expeditiousl . ~ ML-81022 - Security Organization The licensee's security management structure and reporting chain were reviewed by the inspectors, found in conformance with the licensee's NRC-approved plans and implementing procedures, and considered effective in directing the progra < ML 81034-Security Program Audit An audit of the security program was conducted on August 26-30, 1985 by

, 'the LILC0 Nuclear Review board which is' comprised of consultants from various companies and national laboratories. Fifteen deficiencies were identified and these had been acted upon and appropriately dispositioned by the license . ML 81038-Records and Reports The inspectors reviewed the various licensee reports and records includ-ing, but not limited to, reports to the NRC, security event reports, key control records, response records, and Shift Manpower-Posts records.- All'

records, with the exception of the Shift Manpower Posts records, were complete, properly maintained. and readily accessible. The inspector found that the Shift Manpower Posts records were not always initialed by the Shift Security Agents to indicate that they had been audited, as required by licensee procedures, and, in two instances, the records were found to be incomplete. The inspectors considered these to be random administrative oversights of minimal program consequence, but cautioned the licensee to ensure that all program requirements are fulfilled. This

The licensee's program for testing and maintenance of security equipment was reviewed by the inspectors and detemined to be in conformance with the requirements cf the security plan and licensee procedures. . Testing l and maintenance records were reviewed and a sampling of security equipment was tested at the inspectors' request. No deficiencies were identified and the program was considered adequat . ML 81046-Locks, Keys and Combinations l The inspectors verified that the locks, keys, and combinations used to control access to protected areas, vital areas, and. safeguards information are appropriately protected and controlled to reduce the possibility of compromise.

ML 81064-Compensatory Measures Through a review of records, the inspectors determined that compensatory measures, when required, conformed to the security plan and the licen-see's implementing procedures. The measures taken were considered appro-priate for the circumstance . ML-81066-Assessment Aids The inspectors observed that the assessment aids conformed to the security plan and were adequate and appropriate for their intended-functio . ML-81084-Alarm Stations The inspectors observed both CAS and SAS operators in the performance of surveillance and communications duties, as required by the security plan and implementing procedure The licensee informed the inspectors that a request for bid had been prepared.to move the CAS and SAS to enhance their operation, and to upgrade the computer hardware and sof tware systems. procedures. Only a few minor accountability probleins were identified and these were communicated to the licensee and to the NRC observers. The security organization performance in the emergency drill was adequate.
