Meeting Purpose and Topics of Discussion The Enforcement Conference was held at NRC Region I request to discuss the violations related to the degradation of the High Pressure Safety Injection System (HPSI) which was identified in Inspection Report 50-309/83-05, dated April 19, 1983.
During this conference, Region I personnel expressed their concerns regarding
'the violations, specifically:
(1) that this situation exists for an extended period; (2) that plant personnel were unaware of plant status; and (3) what corrective and preventive actions were taken by the licensee.
The licensee indicated that the circumstances surrounding the event were as described in Inspection Report 50-309/83-05.
Immediate corrective action taken was to remove the grounding device from the High Pressure Safety Injec-tion pump A.
The licensee initiated a review of other breakers to determine if interlocts were installed that could cause similar problems during main-tenance. The licensee also informed the Architect Engineer of the recent occurrence and requested they take appropriate action.
The licensee initiated a training program to ensure personnel were aware of the interlock in question and understood the effect the grounding device has on the high pressure safety injection system. They have also initiated an in-vestigation into permanent breaker modification to eliminate recurrences of this event.

- Results The NRC indicated that the licensee would be notified with regard to the en-forcement action which would result from'the violations.
In addition, the NRC acknowledged the licensee's open and informative dialogue which took place during the meeting.
