KEWAUNEE POWER STATION

EMERGENCY PREPAREDNESS BIENNIAL EXERCISE INSPECTION

REPORT 05000305/2013010

Dear Mr. Heacock:

On December 16, 2013, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at your permanently shut-down Kewaunee Power Station. The enclosed report documents the results of this inspection, which were discussed on December 16, 2013, with Mr. B. Harris and other members of your staff.

The inspection examined activities conducted under your license as they relate to safety and compliance with the Commissions rules and regulations and with the conditions of your license.

The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel. No findings were identified during this inspection.

Your staff adequately demonstrated reasonable assurance of its ability to implement its emergency plan to adequately protect the public health and safety in the event of a radiological emergency during the conduct of its biennial exercise.

The NRC recognizes that your staff had, and will continue to change the Kewaunee emergency plan. Our review of these changes will be completed in accordance with our process and the results of these reviews are not included in this report but will be provided under separate correspondence.

SUMMARY OF FINDINGS

IR 05000305/2013010; 10/28/2013 - 12/16/2013; Kewaunee Power Station; Emergency

Preparedness Biennial Exercise Inspection.

This report covers a seven-week period of announced baseline inspection by two regional inspectors and two resident inspectors. On May 14, 2013, Kewaunee certified the permanent removal of fuel from the reactor vessel (ADAMS Accession No. ML13135A209).

On May 31, 2013, the NRC notified Kewaunee that the Operating Reactor Assessment Program had ceased and that implementation of the Decommissioning Power Reactor Inspection Program would begin on June 1, 2013, (ADAMS Accession No. ML13151A375).

Currently, the Kewaunee Power Station is a permanently shut-down and defueled power reactor facility that was maintained in a Safe Storage of Spent Fuel condition with spent fuel in wet storage.

.1 Exercise Evaluation

a. Inspection Scope

The inspectors reviewed the October 30, 2013, Biennial Emergency Preparedness Exercise objectives and scenario to ensure the exercise would acceptably test major elements of the licensees emergency plan and to verify that the exercises simulated problems provided an acceptable framework to support demonstration of the licensees capability to implement its plan. The inspectors also reviewed records of other drills and exercises conducted in 2011, 2012, and 2013 to verify that those drills scenarios were sufficiently different from the scenario used in the October 30, 2013, exercise.

The inspectors evaluated the licensees exercise performance, focusing on the risk-significant activities of emergency classification, notification, and protective action decision making, implementation of accident mitigation strategies, and correction of past exercise weaknesses in the following emergency response facilities:

  • Control Room Simulator (CRS);
  • Operational Support Facility (OSF);

The inspectors also assessed the licensees recognition of abnormal plant conditions, transfer of responsibilities between facilities, internal communications, interfaces with offsite officials, readiness of emergency facilities and related equipment, and overall implementation of the licensees emergency plan.

The inspectors attended post-exercise critiques in the CRS, TSC, OSF, and EOF to evaluate the licensees initial self-assessment of its exercise performance. The inspectors later met with the licensees lead exercise evaluators and managers to obtain the licensees findings and assessments of its exercise participants performances.

These self-assessments were then compared with the inspectors independent observations and assessments to assess the licensees ability to adequately critique its exercise performance. Documents reviewed are listed in the Attachment to this report.

b. Findings

No findings were identified.

c. Conclusions

Your staff adequately demonstrated reasonable assurance of its ability to implement the emergency plan to adequately protect the public health and safety in the event of a radiological emergency during the conduct of its biennial exercise.

Exit Meeting Summary

On October 31, 2013, the inspectors presented the biennial exercise inspection observations and comments to Mr. S. Jordan and other members of the licensee staff.

On December 16, 2013, the inspectors completed the inspection and presented the results to the licensee's Emergency Preparedness Manager, Mr. B. Harris, via telephone on December 16, 2013. The licensee acknowledged the issues presented.

The inspectors confirmed that none of the potential report input discussed was considered proprietary.
