EXECUTIVE SUMMARY Kewaunee Nuclear Plant NRC Inspection Report 50-305/97014 This routine, announced inspection included a review of your physical protection program. This included examination of the search program, access authorizati^a alarm stations, vehicle barriers, self-assessments and security program managemen. M following specific observations were made.

In general, security activities were completed thoroughly and professionally. (Section

S1.1)

i The absence of a drill program to evaluate the effectiveness of package searches

,

conducted by warehouse personnel was considered a program weakness. (Section S1.2)

The response to identified cracks occurring in the top corners of some vehicle barriers

was conservative. The licensee developed acceptance criteria for monitoring and evaluating barrier integrity based on guidance from the Army Corps of Engineers and incorporated it into their inspection procedures, (Section S2.1)

Management support for the security program was good. (Section S6.1)

Through an intemal audit the security force identified that a portion of the PA barrier did

not meet security plate requirements. Security management responded promptly and effectively to the issue. (Section S7.1)
