Inscection Sumiary:

Routine, Unannounced, Physical Security Inscection on October 26-31; Neverber 4-6, 1930 (Report ho. 30-286/80-17)

Areas Insoected:

Included a resiew of the Security Plan; Security Organization; Pnysical Berriers (Protected and Vital Area); Lighting; Access Control (Identifi-cation, Authorization and Badeing); (Search); (Escorting); (Vital Areas); Alarm Stations; Detection Aids; Assessment Aids; Communications; Testing and Maintenance; Ccceensatory Measures; Power Supply; Response; Locks, Keys and Combinations and Records and Reports. The inspection involved 99 inspector-hours on site by two NRC regional based inspectors.

The inspection began during non-regular, eekend hours and 12 inspection hours were performed during off-shift periods.

Resul ts : The licensee was found to be in compliance with NRC requirements within 17 of the 19 areas inspected.

Two apparent items of ncncompliance were noted as follows:

Physical Barriers (Protected Area) - failure to isolate the individual responsible for controlling last access within a bullet-resistant struc ture.
