M Gentlemen:
We are in receipt of your letter dated Hovember 13, 1981, in which you responded to our Notice of Violation in Inspection Report 81-284/81-01 dated October 16, 1981.
Your response to Violation A appears to be adequate and will be reviewed during a subsequent inspection.
Associated with your response to Violation B, involving the Pocatello Police, I still have reservations about your actions. There never was any doubt that the police would respond if any official at the University called them. The concern had to do with the fact that the police were not familiar with your facility, the security plan or the potential health physics problem associated with mishandled radioactive materials. Further, they have not been advised or instructed as to the nature of the threat related to theft or sabotage of special nuclear material.
I request that you consider this matter further and advise us as to how you propose to resolve this concern.
