SUBJECT: SURRY POWER STATION - NRC SECURITY BASELINE INSPECTIONREPORT NO. 05000280/2006007 AND 050000281/2006007

Dear Mr. Christian:

On May 4, 2006, the NRC completed the onsite portion of a security baseline inspection at yourSurry Power Station, Units 1 and 2. Portions of Inspection Procedures 71130.01, Access Authorization, and 71130.08, Fitness for Duty, were completed at the Dominion office on April13, 2006. The enclosed report documents the inspection results, which were discussed with Mr. Nelson Martin, at the Corporate office, on April 13, 2006, and Mr. D. Jernigan and other members of your staff on May 4, 2006.This inspection examined activities conducted under your license as they relate to security andcompliance with the Commission's rules and regulations and with the conditions of your license.

The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel.Based on the results of this inspection no findings of significance were identified.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will beavailable electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system, ADAMS. ADAMSis accessible from the NRC Website at http://www.nrc.gov/reading-rm/adams.html (the PublicElectric Reading Room). However, because of the security-related information contained in the enclosure, and in accordance with 10 CFR 2.390 a copy of this letter's enclosure will not beavailable for public inspection.
