SUBJECT:

SURRY POWER STATION, UNITS 1 & 2 - NRC CYBER SECURITY FOLLOW UP INSPECTION USING PROCEDURE 71152 (INSPECTION REPORT 05000280/2017404 and 05000281/2017404)

Dear Mr. Stoddard:

On April 21, 2017, the U.S. Nuclear Regulatory Commission (USNRC) completed a problem identification and resolution (PI&R) focused sample for your Surry Power Station, Units 1 & 2.

This inspection was conducted at your Dominion Innsbrook Technical Center, Glen Allen, VA.

The enclosed inspection report documents the inspection results, which were discussed with Mr. Jerry Bischoff and other members of your staff.

The NRC inspection team reviewed applicable corrective actions and artifacts generated by your staff to correct deficiencies identified during the Interim Cyber Security Milestone 1 - 7 inspections. Based on the inspection sample, the inspection team determined that your staffs implementation of the corrective action program as it pertained to the performance deficiencies associated with implementing the Cyber Security Plan (CSP), supported nuclear safety and security. In reviewing your corrective action program (CAP), the team assessed how well your staff identified problems at a low threshold, your staffs implementation of the stations process for prioritizing and evaluating these problems, and the effectiveness of corrective actions taken by the station to resolve these problems. In each of these areas, the team determined that your staffs performance was adequate to support nuclear safety and security.

One licensee-identified violation, of very low safety significance (Green) is documented in this report. The NRC is treating these violations as non-cited violations (NCVs) consistent with Section 2.3.2.a of the NRC Enforcement Policy.

This letter will be made available for public inspection and copying at https://www.nrc.gov/

reading-rm/adams.html and at the NRC Public Document Room in accordance with 10 CFR 2.390, Public Inspections, Exemptions, Requests for Withholding. However, the enclosed report contains Security-Related Information, so the enclosed report will not be made publically available in accordance with 10 CFR 2.390(d)(1). If you choose to provide a response that contains Security-Related Information, please mark your entire response Security-Related Information-Withhold from public disclosure under 10 CFR 2.390 in accordance with 10 CFR 2.390(d)(1) and follow the instructions for withholding in 10 CFR 2.390(b)(1). The NRC is waiving the affidavit requirements for your response in accordance with 10 CFR 2.390(b)(1)(ii).
