SURRY POWER STATION - NRC EXAMINATION REPORT 50-280/02-301 AND 50-281/02-301
Dear Mr. Christian:
During the period March 18-21 and March 26-27, 2002, the Nuclear Regulatory Commission (NRC) administered operating examinations to employees of your company who had applied for licenses to operate the Surry Power Station, Units 1 and 2. The enclosed report documents the examination results and findings which were discussed on March 28, 2002, with Mr. Sowers and other members of your staff. The written examination was administered by your staff on March 14, 2002.
The written and operating examinations were administered to five Reactor Operator and six Senior Reactor Operator applicants. All the applicants passed both the written and operating examinations. A Simulation Facility Report is included in this report as Enclosure 2. There were two Post Examination comments. Post examination comment resolution is included in this report as Enclosure 3.
No findings of significance were identified.
In accordance with 10 CFR 2.790 of the NRCs Rules of Practice, a copy of this letter and its enclosures will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS).

SUMMARY OF FINDINGS ER 50-280/02-301 and ER 50-281/02-301, on 3/14/2002, 3/18-21/2002 and 3/26-27/2002, Virginia Electric and Power Co., Surry Power Station, Units 1 & 2, licensed operator examinations.
The operator licensing initial examinations were developed by the NRC staff and administered by NRC examiners in accordance with the guidance of NUREG-1021, Examiner Standards, Revision 8, Supplement 1. The examination implemented the operator licensing requirements of 10 CFR §55.41, §55.43, and §55.45. No significant findings were identified.
The NRC administered the operating tests during the period March 18-21, 2002 and March 26-27, 2002. The licensee administered the written examination on March 14, 2002. All applicants passed both the operating and written examinations. Eleven applicants were issued operator licenses commensurate with the level of examination administered.

4OA5 Operator Licensing Initial Examinations a.
Inspection Scope The NRC developed the written examinations and co-developed the operating examination with the Surry training department in accordance with NUREG 1021, Operator Licensing Examination Standards for Power Reactors, Revision 8, Supplement 1. The draft examinations were transmitted to the site for review, validation, and comment. Examination changes agreed upon between the NRC and the licensee were made according to NUREG-1021 and incorporated into the final version of the examination materials. The NRC administered the approved operating tests during the period of March 18-21 and March 26-27, 2002, to five RO applicants and six SRO applicants. The licensee staff administered the approved written examination on March 14, 2002 to eleven applicants. The examiners reviewed the examination security measures to ensure examination security and integrity.

Issues and Findings No findings of significance were identified.
All of the applicants passed both examinations and were issued operator licenses commensurate with the level of examination administered. Details of each applicants deficiencies are described in the individuals examination report, Form ES-303-1, Operator Licensing Examination Report. Copies of the evaluations were forwarded under separate cover to the Training Manager to allow evaluation of noted deficiencies so that appropriate remedial training may be provided, as necessary.
The licensee submitted two post-examination comments concerning the written examination (ADAMS Accession Number ML021050509). The comments were resolved and the answer keys adjusted accordingly. The administered written examinations and answer keys may be accessed in the ADAMS system (ADAMS Accession Number ML021050517 and ML021050500).
4OA6 Meetings Exit Meeting Summary The Chief Examiner presented the preliminary examination results on March 28, 2002, to members of licensee management. The licensee acknowledged the examination results presented.
The inspectors asked the licensee whether any materials examined during the inspection should be considered proprietary.

Enclosure 2 SIMULATION FACILITY REPORT Facility Licensee: Surry Power Station Facility Docket Nos.: 50-280 and 50-281 Operating Tests Administered on: March 18-21 and March 26-27, 2002 This form is to be used only to report observations. These observations do not constitute audit or inspection findings and, without further verification and review, are not indicative of noncompliance with 10 CFR 55.45(b). These observations do not affect NRC certification or approval of the simulation facility other than to provide information that may be used in future evaluations. No licensee action is required in response to these observations.
While conducting the simulator portion of the operating tests, examiners observed the following items:
ITEM DESCRIPTION The simulator aborted twice during the examination.

The information in the post examination comments provides sufficient justification for allowing distractor B as an additional correct answer. The answer key will be changed and credit will be given for either answer B or D.
