MEETING ANNOUNCEMENT - CATEGORY ONE PRE-DECISIONAL ENFORCEMENT CONFERENCE, OCONEE NUCLEAR STATION, 50-269, 50-270, 50-287

Dear Mr. Jones:

This letter confirms the telephone conversation between Mr. Noel Clarkson of your staff and myself on February 5, 2004, concerning a Pre-decisional Enforcement Conference which has been scheduled for March 2, 2004, at 1:30 pm. The purpose of the meeting is to discuss the apparent violation documented in NRC Inspection Report 05000269, 270, 287/2004007 (ADAMS accession number ML040300067), involving the failure to obtain NRC approval prior to implementation of a May 2001 change to the Final Safety Analysis Report for the High Energy Line Break analysis, which involved unreviewed safety questions. The location of the conference will be at the NRC Region II Office, Sam Nunn Atlanta Federal Center, 61 Forsyth Street, S. W., Atlanta, Georgia, in Suite 24T20. The meeting will be an open meeting in accordance with Section V of The General Statement of Policy and Procedures for NRC Enforcement Actions - May 1, 2000, NUREG-1600 (Enforcement Policy).

Remote public observation of this meeting will be permitted from the NRC location at Two White Flint North, 11555 Rockville Pike, Room T-2B5, Rockville, MD. However, seating may be limited and will be assigned on a first-come basis. Interested members of the public should contact the meeting coordinator, Mark S. Lesser (msl1@nrc.gov), at 800-577-8510 or at 404-562-4667 indicating their intention to attend by February 27, 2004. This will ensure that sufficient copies of meeting materials are available. Because meetings are sometimes canceled as the result of unforeseen circumstances, members of the public should contact the meeting coordinator at the number shown above to confirm that this meeting will occur as scheduled.
