Murphy, Region II inspector, was advised by the licensee that two icv-voltage, power-type, containment electrical penetrations manufactured by the Viking Cc=pany had seen tested and found to be grcunded int,ere y (discussed in CO Report No.

50-269/71 k). Subsequent testing revealed that two additional spare units also contained short circuits. The folleving preliminary informatien was obtained during this inspection and the subsequent inspection on May k-9, 1971.

Variable, 5 to 10 Other pins had indicated mcmentary short circuits when first tested but the short circuits cleared and later =easurements indicated that they no longer existed.

The licensee returned the penetratiens to the Viking Company in Californis

for repair. Upon disassembly, metal shavings were found between the two seal plates which support the electrical cennectors. Sc=e of the shavings had become lodged between the connector pins and the metal plates.

A review of the QC documents revealed that the penetrations that contained the short circuits had been =cdified subsequent to =anufacture. The =cdi-fications had required the machining out of sete of the connectors. The licensee and the =anufacturer postulate that the shavings entered the area between the plates during the =achining operations.

J. P. O'Reilly-2-May 18, 1971 All penetrations which had been modified have now been returned to the nanufacturer for disassembly and inspection. Other penettstions were checked for short circuits by the licensee but rone were found.

We licensee has statea that an in-hcuse report will be issued reEarding the penetrations and it vill be cade available to the inspector for reviev.
