SAFEG UAROS lNFORMATIGN EXECUTIVE SUMMARY Browns Ferry Nuclear Plant NRC Inspection Report 50-259/98-12, 50-260/98-12 and 50-296/98-12 This safeguards inspection included aspects of licensee plant support.

The report covers a five day period of an announced inspection by a regional safeguard specialist.

The specific areas evaluated were in the Physical Security Program for Power Reactors.

Plant Su ort The licensee was conducting its security and safeguards activities in a manner that protected public health and safety and that this portion of the program, as implemented, met the licensee's commitments and NRC requirements.

(Section S1).

The licensee's security facilities and equipment were determined to be very well maintained and reliableI The initiative to develop a map of the effective zones of detection and to return the zones to that status after major maintenance was considered a strength.

The excellent Engineering and IGC support was the major contributing factor to continued operability of the detection and assessment equipment.

(Section S2).

The Security Force Members adequately demonstrated that they had the requisite knowledge necessary to effectively implement the duties and responsibilities associated with their day-to-day and contingency response positions.

The licensee's actions to implement NRC Information Notice 98-35, "Threat Assessments and Consideration of Heightened Physical Protection Measures,"

dated September 4, 1998, was reviewed and considered adequate.
