REPORT NO. 50-259/83-34, 50-260/83-34 AND 50-296/83-34 This letter refers to the enforcement conference held at Browns Ferry on August 10, 1983.
This meeting concerned activities authorized by NRC Operating Licenses DPR-33, DPR-52, and DPR-68 for the Browns Ferry facilities. The subjects discussed are detailed in the enclosed inspection report.
At this meeting we expressed concern about the failure of operating and main-tenance personnel to promptly inform appropriate levels of management of abnormal events and the lack of timely corrective actions which resulted in the discussed violations. You shculd revies your investigation of these events and your management controls to insurt that prompt corrective actions are initiated when required. We believe that additional management attention is required to enhance this phase of the operation of the facility.
Erforcement actions related to these events will be addressed in separate correspondeice.
It is our opinion that this meeting was benefNiai and has provided for a better understanding of inspection findings and enforcement issues.
In accordance with Section 2.790 of NRC's " Rules of Practice", Part 2, Title 10, Code of Federal Regulations, a copy of this letter and the enclosure will be placed in NRC's Public Document Room.
