TURKEY POINT NUCLEAR STATION SPECIAL INSPECTION REPORT 50-250/2003-06 AND 50-251/2003-06
Dear Mr. Stall:
On April 4, 2003, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at your Turkey Point facility. The enclosed inspection report documents the inspection findings, which were discussed on April 4, 2003, with Mr. T. Jones and other members of your staff.
The inspection examined activities conducted under your license as they relate to safety and compliance with an Order issued on February 25, 2002, which required your site to implement specific measures related to security of your facility. The inspection used Temporary Instruction 2515/148, Inspection of Nuclear Reactor Safeguards Interim Compensatory Measures, to verify implementation of the Order as clarified in your responses dated March 15, 2002; June 24, 2002; and September 3, 2002. Within these areas, the inspection consisted of selected examination of procedures and records, observation of activities, and interviews with personnel.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter, without the enclosed Safeguards Information, will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS). The report covered an announced inspection by three regional physical security inspectors, an emergency preparedness inspector, and the Senior Resident Inspector. Three ICM-related unresolved items remain open pending further NRC review. The NRCs program for overseeing the safe operation of commercial nuclear power reactors is described in NUREG-1649, Reactor Oversight Process, Revision 3, dated July 2000.
