Results Of the four areas inspected, no violations or deviations were identified in three areas; one violation was found in one area..(Violation - toe painting over of the upper draft level stripe at the fore and aft locations, paragraph 8).

Exit Interview The inspection scope and findings were summarized on January 8,1981 with M. T. Hathcock and E. Williams. At a separate meeting on the same day the . inspector briefed R. Marsh of the inspection results. The inspector informet: C. W. Parker of the inspection finding by telephone on January 9,1981.

Liced tee Action on Previous Inspection Findings Their are no outstanding licensee actions from previous inspections.

Unr-solved Items Unresolved items were not identified during this inspection.

_- 5. General The defuel ship is moored at a pier at the Charleston Army Depot. This has been the ships location since the last inspection which was conducted March 16-17, 1978. The status of the ' reactor plant continues to be that all fuel assemblies, reactor coolant, liquid radioactive waste, ' and demineralizer resin have been removed from the ship.

Public Law 96-331-dated August 28, 1980 was inacted by the 96th Congress.

This law authorizes the N. S. Savannah to be sent to Patriots Point Museum for use as a museum ship and other public purposes. Patriots Point Museum is located at Mount Plea sant, -Souta Carolina, which is'near Charleston.

, -- Nuclear Reactor Regulation (NRR) _ is actively working 'with the Maritime Administration to amend - the N.

Savannah license to establish the radiological. environmental criteria and the ' security requirements for the reactor vessel and' associated nuclear: systems. The Public Law continues to specify ' the E Maritime L Administration as the owner's' of the ship r.sd ~ identifies. the Patriots Point Development Authority as the Stata Agency . ..m - - - - -. - - .

.. < ., . -3-that will be responsible for the day to day operations, ship's security and radiological monitoring.

The relocating of the ship is tentatively planned for the latter part of 1981.

Reporcs, Records and Surveys The inspector reviewed selected records, reports, and surveys to verify that these documents are being maintained and that the specified activities are being conducted inaccordance with the technical specifications. The documents reviewed consisted of: Semi-annual radiation surveys Semi-annual environmental (water & sediment) surveys Reportable Occurrence file Radioactive liquid and solid waste disposal file Review and audit cocmittee meeting Ship's intrusion alarm system checks Written Annual Operating Report The inspector reviewed those documents issued since the previous inspection and made the following observation.

Health phytics records indicated that a box (3.0 cubic feet) of solid radioactive waste was turned over to the State of South Carolina on December 24, 1980 for disposal.

The waste material consisted of smear paper, shoe covers, glove and other items of this type.

It' was noted and subsequently discussed with C. W. Parker of the Maritime Administration that the 1980 written annual operating report would be due prior to March 1, 1981. The inspector reviewed the 1979 written annual > operating report dated February 4,1980.

Ten radioactive sources were. a ved from the ship and turn over to the State of South Carolina on Sep n der 24, 1980. With the removal of these sources there are none left on ano cd.

The inspector review letters on file that described two events which are of interest to the N. S. Savannah. A spill of radioactive monazite occurred on July _. 2, 1980 at the North Charleston terminal.

This location is approximately one mile from where the N. S. Savannah is moored. The spill of monazite occurred when a one ton bag ruptured during a lift.

The Department of Health and Environmental Control monitored the clean-up and removal af the monazite. No apparent radioactive contamination reached the N.-S. Savannah. The N. S. Savannah was struck on December 20, 1979 by a ship under ~a tug boat escort. There was no apparent damage to the ship.

No violations or deviations were identified within the areas inspected.

Maintenance Activities A major raaintenance program was undertaken to remove the ship's main reduc-tion ge<rs from the engine room during a period f rom April 7, 1980 to May 13, 1980.

Security, fire patrols, and radiological surveillance was provided during the maintenance period.

There has been no maintenance performed on nuclear systems since the previous inspection.

No violations and deviations were identified within the areas inspected.

Ship Surveillance The inspector reviewed ship surveillance activities and made a tour of the ship, excluding entry in to the locked and sealed containment vessel and radiation areas. During the tour both intrusion alarms were tested satis factorily. Radiological control area door seals, locks, and posting were examined by the inspector. The cathodic hull protection system was check for operability and found operational. The condition of the ship's mooring lines were inspected during the tour and appeared to be in good condition.

The inspector noted that the upper draft level stripe had,been pain *.ed over at both the fore and aft locations. The lower draft icvel stripe which is a foot below the upper draft level stripe is painted white. This condi-tion is contrary to technical specification 3.8.11 which requires two draft level stripes to be painted fore and af t and that these markers will be observed daily to check if the draft has increased.

The inspector was informed by C. W. Parker that corrective actions would !- initiated promptly.
