The Yankee Rowe Performance Evaluation Report, dated June 23, 1980, was presented.
e.
NRC's position on the acceptability of surveillance as a substitute for mandatory witness points was provided to the licensee.
NRC does not consider independent surveillance as an acceptable substitute for mandatory witness points.
Furthermore, it was stated that if the licensee desires an alternate to mandatory witness points in their QA program, he is obligated to describe this alternate approach in a proposed revision to his docketed QA program, and submit it to NRR for approval.
f.
NRC's position on shipping papers and radiation level requirements for radioactive material transportation in exclusive use vehicles was also provided the licensee.
The Department of Transportation's requirement that flat-bed type vehicles must have personnel barriers which restrict access to the cargo to enable shipments under 49 CFR 173.393j was discussed.
