The licensee has established organizational lines for +'e safe-

guards of nuclear materials. The licensee has prepared adequate

nuclear materials control and accounting procedures and they are
being maintained on a current basis.

Yhakee Atomic Electric Company is authorized to possess 2300 kilograms U-235 enriched uranium and 20 grams plutonium.
Possession and use of special nuclear material has been confined to the locations and purposes authorized in the license as required by 10 CFR 70.41.

Measurements and Controls The inspector reviewed the licensee's methods of computation of thermal output, nuclear material depletion, production and decay.

Monthly, the Nuclear Services Division of Yankee Atomic Electric j
Company receives data from Yankee Rowe and computes average burnups in MWD /MTU. These data are then used in an isotopic accounting
i code entitled RYNIC.
In the RYNIC computer code, fuel assemblies '

are identified by fuel type with each fuel type corresponding to a different set of depletion characteristics.

For each fuel type, isotopic changes of interest have been obtained from t.eopard depletion calculations and built into the RYNIC program in tabular form as a function of burnup.

A summary of thermal output data was prepared by months, for calculation of uranium depletion / plutonium production and the licensee's data

were accepted based on a review for the period of December 31, 1975 thru September 30, 1977.
No items of noncompliance were identified.

Shipping and Receiving The licensee has established written procedures covering receipt and movement of material on the site.
Receipts are promptly confirmed by piece count and verification _of serial number. ~he necessary information is furnished to the Central Accountability Office at its Westboro headquarters.
All NRC-741 Forms that were completed since the last inspection were reviewed. These were all completed in accordance with the printed instructions.
No items of n",ncompliance were identified.
5.
Storaes and Internal Control A review of the licensee's records determined that a system of internal control is being maintained with the computer program providing data on the quantity, identity and current location of all f sel assemblies within the facility.

Inventory The licensee's inventory record consist of core schematic diagrams and storage pool schematics. The inventory verification consisted of piece count of the fuel in the storage pool and comparison with the schematic plan for the location of each assembly.
Individual serial numbers could not be read but the total fuel assembly number was reconciled as follows:

g In addition, there was a one curie plutonium-beryllium neutron source in the Health Physics office.
The licensee performed a physical inventory during September 1977 and the recorded piece count agreed with the site records.
No items of noncompliance were identified.

Records and Reports Yankee Atomic Electric Company has established a Central Nuclear Materials Control and Accour.tability office at its Westboro head-quarters.
'
.This office maintains the nuclear material records and utilized a computerized program system for record keeping. The system pro-vides adequate information to maintain a material balance around the four ICA's and for the preparation of the semi-annual material status reports.
A 100% audit of the NRC-741 uocuments generated since December 31, 1977 were reviewed for completeness, accuracy, signature and timely di spatch. Material Status Reports (NRC-742) submitted during this

period were also reviewed for proper signature, time of submission and accuracy of data.

Exit Interview
