This safety inspection was conducted to examine the activities of the licensee under

the general license provisions of 10 CFR 150.20 at the Bayway Refinery. The inspection was conducted on February 13,1998.

REPORT DETAILS 1. Scope of Program a.

Insoection Scope The inspector examined the licensee's activities conducted at the Bayway Refinery in Linden, New Jersey, b.

Observations and Findinas The NRC inspector observed the licensee performing a gamma scan of an oil refinery tower and examined the equipment used after the activities were completed. The gamma ray scan was performed as described in the licensee's reciprocity request. The work was performed by Mr. Gregory Fox on February 13, 1998 with a sealed source of 40 millicuries of cesium-137 (Model GT-GHP). A second sealed source of 1 millicurie of californium-252 was on-hand but was not used, c.

Conclusions No safety concerns were identified.

II. Radiation Safety Program a.

Inspection Scope The inspector observed the licensee's procedures for minimizing the licensee's workers and the public to radiation exposure.

Observations and Findinas The inspector determined by interviewing licensee and client (i.e., Bayway Refinery) personnel that adequate measures were in place to ensure that no individual received an unnecessary radiation exposure. The client limits access to the refinery grounds to employees and escorted individuals. Further restrictions are in place regarding each plant area. Employees must gain permission from the area supervisor to enter an area and, at that time, the individual is informed of all of the hazards in the area. The inspector was informed by the client's area supervisor that he would not permit anyone in the area under his control while the gamma scan was being performed. The inspector observed that no one entered the area while the gamma scan was being performed even though work was being performed by client personnel in adjacent areas. The inspector observed that licensee personnel wore appropriate dosimetry. The inspector interviewed licensee personnel and determined that they had a good understanding of radiation safety procedures and how to perform gamma ray scans.

'O-4-The sealed sources were transported in a Type A container consisting of a steel drum with a styrofoam spacer inside. The sealed sources were locked within the drum and the drum was closed with a clamping ring. The drum was adequately blocked and braced against movement.

Inspection Scope The inspector reviewed the documents kept by the licensee to show compliance with the general license in 10 CFR 150.20.

Observations and Findinas The inspector examined the license, shipping papers, and bills of lading.
