Accordingly, upon your agreement as provided below the terms and con-ditions of this interagency agreement are as follows:

Article I Period of Performance I The period of performance hereunder shall ccannence July 7,1976 and extend through January 1, 1977.

Article II - Scope of Work The Army will provide assistance to the NRC, Division of Safeguards, Test and Evaluation Branch, in conducting an assessment of the vulnerability of special nuclear material at various fuel cycle Appre,cimately ten (10) facilities within the United States.

REGULATORY EFFECTIVENESS REVIEW PROGRAM The Regulatory Effectivensss Review (RER) program is a deliberate attempt to provide a timely, systematic review of licensees' implemented safeguards pro-grams to assure standardization and consistency of NRC's safeguards approach and associated implementing proced.ures. The objectives of the RER program are

1) to validate the identification and protection of vital equipment required l by 10 CFR 73.55, 2) to examine the interface between safety and safeguards to identify any safety problems that may result from implementing security require- j ments, 3) to assess the overall effectiveness of implemented safeguards to pro- I tect against the design basis threats contained in 10 CFR 73.1, 4) to evaluate contingency response capabilities and coordination with loew1 law enforcement, and 5) to identify any generic issues and validate the regulatory base. i Each RER is perfomed by a multi-disciplinary team of approximately seven per-sonnel consisting of four Division of Safeguards staff, two U.S. Army Special Forces personnel and one safety expert fran the appropriate Regional Office. l The Special Forces personnel are skilled in examining facilities through the l l

eyes of a potential saboteur and thus bring a unique capability to the program. )

NRR and IE Headquarters personnel may accompany the team on any of the site l visits, however, they are not nomally active participants.

For the perfomance of an RER, the NRC staff begins its review with a prelimi-nary analysis, perfomed at NRC headquarters, that includes examination of the l

vital area analysis data compiled by a contractor as well as a review of plant l layout and reactor safety systems. The next phase requires an on-site review

( by the team which takes approximately one week per reactor unit. This review does not challange the site security program, rather with the participation and cooperation of the licensee, it consists of a structured examination of vital equipment and a validation of the site vital equipment identification, '

! a review of the licensee's contingency planning and capability to respond to an l incident (including contact with appropriate LLEA), and an assessment of the site security program's effectiveness and impact upon plant safety. The final phase of the review consists of follow-up activities, conducted at NRC head-quarters, including doctanentation of the results in a final report and assembly of site data for possible use in future safeguards licensing decisions or NRC emergency response activities. _.
