GO2-18-029 Enclosure Page 1 Summary of Changes The revisions to PPM 13.1.1, 13.1.1A and 13.8.1 are driven by changes to the Reactor Building (RB) Process Radiation Monitoring (PRM) System, with the installation of new detectors (with new equipment piece numbers [EPN]) requiring values within Table 3 of the Emergency Action Level (EAL) Scheme to be updated for the new detectors. Planning standard functions and corresponding elements are not being changed. These changes do not constitute a reduction in effectiveness (RIE) because there is not a decrease in the capabilities, resources, methods, or timeliness for performing or fulfilling a planning function or commitment. The overall impact of the proposed changes on the effectiveness of the EAL Scheme does not provide any enhancements or introduce any negative connotations to the scheme or planning standard. In conclusion, these changes do not constitute an RIE for Columbia Generating Station's ability to implement the EPlan or perform planning standards for classifying an emergency. The changes to the RB PRM required updating ERDS.
