l On April 10,1998, PG&E submitted License Amendment Request (LAR) 98-04, j

" Revision of TS 6.2.2g. and 6.3 to Eliminate Requirement for the Operations Manager to Hold a Senior Reactor Operator License," in PG&E Letter l DCL-98-052. LAR 98-04 proposes to replace the requirement that the Operations Manager hold a senior reactor operator (SRO) license with the allowance that an Operations middle manager hold an SRO license and be responsible for directing the work of shift personnel.

During an April 28,1998, telephone call the NRC project manager for Diablo Canyon Power Plant indicated that during the NRC review of LAR 98-04, they had concluded that the wording of the proposed Technical Specification (TS) could be interpreted to allow the Operations middle manager position to be a rotational position. PG&E indicated that it did not intend to use the Operations middle manager position as a rotational assignment, but chose the proposed wording for the TS because the title of the position had not yet been identified.

Alternative wording of the proposed TS is provided. it is PG&E's understanding that the proposed TS included with this submittal will resolve the NRC's concerns.

Replacement TS pages are attached. These pages replace the TS pages submitted as part of DCL-98-052. This submittal does not affect the conclusions of the safety evaluation or the no significant hazards consideration determination performed for LAR 98-04, Although PG&E requested that the LAR be assigned a medium priority, PG&E would like the additional flexibility provided by the LAR as soon as possible.
