Dear Commissioners and Staff:
In References 1, 2, and 3, Pacific Gas and Electric Company (PG&E) submitted Revision 1 of the Post-Shutdown Decommissioning Activities Report (PSDAR), Site-Specific Decommissioning Cost Estimate (SSDCE) and Irradiated Fuel Management Plan (IFMP) for Diablo Canyon Power Plant (DCPP), Units 1 and 2. In accordance with 10 CFR 50.82(a)(7) and 10 CFR 50.54(bb), the purpose of this letter is to inform the NRC of schedule changes impacting the decommissioning plans for DCPP Units 1 and 2, which impact the information provided in these submittals.
PG&E prepared Revision 1 of the PSDAR, SSDCE, and IFMP, consistent with the previous plans to permanently cease power operations at DCPP on the expiration date of the current operating licenses, November 2, 2024, for Unit 1, and August 26, Pacific Gas and Electric Campany"
Thomas P. Jones for Maureen R. Zawalick Document Control Desk Page 2 PG&E Letter DCL-24-022 2025, for Unit 2. In September 2022, to ensure electric reliability for all Californians, the California Governor signed Senate Bill (SB) No. 846 (Dodd), which reversed the prior California Public Utilities Commission decision approving the retirement of DCPP by the expiration of the current operating licenses and directed PG&E to seek continued operations. In response to the direction from the State of California, PG&E submitted a license renewal application for DCPP, Units 1 and 2 to the NRG (Reference 4). Consistent with SB 846, PG&E currently plans to permanently cease power operations at DCPP, Units 1 and 2, no later than October 31, 2029, for Unit 1 and no later than October 31, 2030, for Unit 2.
As described in Reference 1, PG&E agreed to provide the NRG an updated PSDAR within six months following submittal of each Nuclear Decommissioning Cost Triennial Proceeding (NDCTP). PG&E currently plans to file the 2024 NDCTP in fourth quarter 2024 and will provide the NRG an updated PSDAR to reflect the changes in the decommissioning schedule within six months following the filing. In addition, PG&E will continue to provide the NRG notification of changes as required by 10 CFR 50.82(a)(7) and 10 CFR 50.54(bb).
There are no new or revised regulatory commitments (as defined in NEI 99-04) in this letter.
If you have any questions or require additional information, please contact Mr. Philippe Soenen at (805) 459-3701.
Sincerely, Maureen R. Zawalick Jlen'I 2,2ei.4 Vice President, Business and Technical Services Date cc:
