Background

Connecticut Yankee Atomic Power Company (CYAPCO) has recently implemented W

License Amendment 193 . CYAPCO's review of this License Amendment indicates l that some pages contained obvious typographical errors. The NRC Project Manager was informed of these errors and instructed CYAPCO to supply revised pages to l correct the errors. Attachment 1 contains a listing of the corrections made and the l revised pages.

l This letter also transmits, at the request of the NRC Project Manager, repaginated pages for the Technical Specifications Index and Section 1. These pages are provided

in Attachment 2 as a supplement to CYAPCO's June 2,1998 submittal 2) requesting changes to Technical Specification 3.3.3.3, Seismic Instrumentation. At the request of the NRC Project manager, index page VI has been corrected to reflect this deletion of /

Specification 3.3.3.3.

Please note that the entire HNP Technical Specifications have been changed to the poj same font for consistency throughout. This was performed with the permission of the NRC Project Manager.

CYAPCO has reviewed the supplemental information provided in this letter in accordance with 10CFR50.92 and concluded that it does noi alter the conclusions of the safety assessment and significant hazards consideration (SHC)) previously provided in our letters dated May 30,1997,( ) May 7,1998,") June 2,1998,( and June 18, 1988(5) . The Commission has provided guidance concerning the application of standards in 10CFR50.92 by providing certain examples (51FR7751, March 6,1986) of Amendments that are not likely to involve an SHC. The proposed changes described in Attachments 1 and 2 are most like example (i) in that they involve correction of typographical errors, and a purely administrative change to consolidate the Index pages.

Environmental Consideration CYAPCO has reviewed the proposed license amendment against the criteria of 10CFR51.22 for environmental considerations. The proposed changes do not involve an SHC, do not significantly increase the types and amounts of effluents that may be released off-site, and do not significantly incrcase individual or cumulative occupational radiation exposures. Based on the foregoing, CYAPCO concludes that the proposed changes meet the criteria delineated in 10CFR51.22(c)(9) for a categorical exclusion from the requirement of an environmentalimpact statement.

l Plant Operations Review Committee l The Plant Operations Review Committee has reviewed this request and concurs with the above determination.

Nuclear Safety Assessment Board Review The Nuclear Safety Assessment Board has reviewed this request and concurs with the above determination.

Commitments There are no commitments contained within this letter.

Schedule Required for NRC Anoroval CYAPCO requests that the revised pages, supplied in Attachments 1 and 2, be issued with the License Amendment requested by Reference 2. The revised pages for the Index contained in Attachment 2 supersede those contained in Attachment 1.

Conclusion The proposed changes have been reviewed in accordance with 10CFR50.92 and have been determined to not constitute an SHC. In addition, the proposed changes have been reviewed against 10CFR51.22 and it has been determined that the proposed changes meet the criteria for a categorical exemption from requiring an environmental impact statement.
