Defueled Operatina License And Technical Specifications l Introduction On May 30,1997,") the Connecticut Yankee Atomic Power Company (CYAPCO) submitted a proposed license amendment to reflect the permanently defueled condition of the Haddam Neck Plant (HNP). On May 7,1998,(2) CYAPCO provided a Supplement to the May 30, 1997 letter. The purpose of this letter is to provide additional supplementalinformation in support of the amendment request of Reference 1.

Discussion This additional supplemental information provides responses to the following NRC requests.

. CY-98-108/Page 2 Reauest 1 Provide a commitment to maintain forced cooling from either the Service Water System or the new cooling system.

Response 1 CYAPCO is in the process of installing a new cooling system that will eliminate spent fuel pool cooling dependence on the. Service Water System at the HNP. The new cooling system consists of two identical subsystems, each capable of removing 100%

of the heat generated in the spent fuel pool. It is CYAPCO's intention to ensure that the

- transition to the new cooling system is done in a safe manner. -Therefore, forced spent fuel cooling will continue to be provided by the Service Water System until one subsystem of the new cooling system has been satisfactorily tested. At that time, the Service . Water System will be disconnected and the second . subsystem will be completed and tested.- it is noted that the transition will, at some point, require  ;

stopping all forced cooling for a short period of Sme to facilitate final connection of the  !

new cooling system. This transition is scheduled to occur this summer.

Reauest 2 Provide additional discussion on the consequences of a fuel handling accident following i a Loss of Offsite Power.  !

l Response 2 Originally two fuel handling accidents were past of the HNP licensing and design basis, i.e , inside containment and inside the Spent Fuel Building. Since all the fuel has been ,

,. permanently removed from the reactor vessel and placed in the spent fuel pool, a fuel j l handling accident inside containment is no longer a credible accident at the HNP. A  ;

fuel handling accident inside the Spent Fuel Building, however, is still part of the HNP l L licensing and design basis. To demonstrate that a fuel handling accident inside the l: Spent Fuel Building does not present any risk to the public, CYAPCO offers the following additional information to that which was provided in our May 30,1997 letter.W A Loss cf Offsite Power would result in a loss of forced Spent Fuel Pool cooling which

would result in Operators entering an Abnormal Operating Procedure to restore onsite power and forced cooling of the Spent Fuel Pool.' The procedure requires several actions, two of which are stopping any work in progress in the Spent Fuel Pool and

- storing, in a safe condition, any items suspended from the crane until onsite emergency j power is restored.

The tool used to handle spent fuel within the Spent Fuel Pool contains a gripper that is

- totally mechanical and all operations are conducted under a minimum depth of 7 feet.

There is no electrical power required to maintain contact with the lifting device and item being handled within the pool. As a result, stopping a move inplace constitutes storage

in a safe condition. Therefore, by virtue of the design of the gripper and compliance with this procedure, a fuel handling accident inside the Spent Fuel Building would not

. result from a Loss of Offsite Power.

Nuclear Regulatory Commission CY-98-108/Page 3 Safety Assessm' ent and Significant Hazards Consideration CYAPCO has reviewed the supplemental information provided in this letter in accordance with 10CFR50.92 and concluded that it does not alter the conclusions of the safety assessment and significant hazards consideration (SHC) previously provided in our May 30,1997 letter.")

Environmental Consideration CYAPCO has reviewed the supplemental information provided by this letter and the proposed license amendmentU against the criteria of 10CFR51.22 for environmental considerations. The supplemental information and proposed changes do not involve an SHC, do not significantly increase the types and amounts of effluents that may be released off-site, and do not significantly increase individual or cumulative occupational radiation exposures. Based on the foregoing, CYAPCO concludes that the supplemental information and proposed changes meet the criteria delineated in 10CFR51.22(c)(9) for a categorical exclusion from the requirement of an environmental impact statement.

Conclusion The supplemental information and proposed changes") have been reviewed in accordance with 10CFR50.92 and have been determined to not constitute an SHC. In addition, the supplemental information and proposed changes have been reviewed against 10CFR51.22 and it has been determined that the supplemental information and the proposed changes meet the criteria for a categorical exemption from requiring an environmentalimpact statement.

Commitments The following commitment is contained within this letter:

Commitment No. Commitment CY-98-108-01 Spent Fuel Pool cooling will be provided by the Service Water System until the first subsystem of the new cooling system has been satisfactorily tested and turned over to Operations.
