SUBJECT:

COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)

DOCKET NOS. 50-445 AND 50-446 PRESSURE AND TEMPERATURE LIMIT REPORT (PTLR)

FUTURE PLANS Gentlemen:

Based on a request during a phone converstion between Mr. Dave Jaffee of the NRC and Mr. Dennis Buschbaum of TXU Generation Company LP (TXU Energy), the following is the tentative plan for the CPSES Unit 1 AND 2 PTLRs, associated Technical Specification, and RCS pressure and temperature limits.

The Westinghouse Owners' Group has recently submitted, "Methodology Used to Develop Cold Overpressure Mitigating System Setpoints and RCS Heatup and Cooldown Limit Curves," WCAP-14040, Revision 3, to the NRC for their review and approval. Following approval, CPSES intends to submit a license amendment request (LAR) to add this report to Technical Specification 5.6.6, Item b, as the approved analytical method used to determine the RCS pressure and temperature limits.

The second reactor vessel surveillance capsule is scheduled to be withdrawn from Unit 2 in the fall of 2003. The third reactor vessel surveillance capsule is scheduled to be withdrawn from Unit 1 in the fall of 2005 and from Unit 2 in the fall of 2009.

The evaluation of the specimens in those capsules will be performed in accordance with the approved methodologies (WCAP-14040, Revision 3) per Technical Specification 5.6.6. Appropriate changes to the Pressure and Temperature Limits Report to address any required changes to the RCS pressure and temperature limits, as well as to the LTOP setpoints, will be processed as necessary upon approval of the change to Technical Specification 5.6.6 and completion of the surveillance capsule A member of the STARS (Strategic Teaming and Resource Sharing) Alliance - DO q Callaway
