Dear Sir or Madam:

Regulatory Issue Summary 2000-11 addressed the transition to FTS 2001 for the NRC' s Emergency Telecommunication System (ETS). Due to the degradation of the Federal Telephone System (FTS) phone lines currently installed in the Comanche Peak Nuclear Power Plant (CPNPP) Control Room, Emergency Operations Facility, and Technical Support Center, Vistra Operations Company LLC (Vistra OpCo) is installing new NRC ETS phone lines in these facilities. The affected phone lines are:

  • Emergency Notification System
  • Reactor Safety Counterpart Link
  • Protective Measures Counterpart Link
  • Management Counterpart Link The existing FTS lines have not been removed yet. Prior to full implementation of the ETS, the two systems will be used in parallel until testing and documentation updates are completed during the second quarter of 2021. If an emergency were to occur prior to full implementation of the ETS, either the FTS or ETS will be used. Outbound phone numbers used during an emergency will not change, but inbound phone numbers will change with the new ETS lines. These new numbers will be communicated to the NRC after full implementation of the ETS.

This communication contains no new commitments regarding CPNPP Units 1 and 2.
