TVA Letter to NRC, Bellefonte Nuclear Plant (BLN) Unit 2 - Request for Extension of Construction Permit CPPR-123, dated June 10, 2014 (ML14168A489)

In the referenced letter, the Tennessee Valley Authority (TVA) requested that the Nuclear Regulatory Commission (NRC) extend the latest completion date for Construction Permit CPPR-123, Bellefonte Nuclear Plant (BLN) Unit 2. In the referenced letter, TVA committed to providing the NRC with a status update six months prior to the requested expiration date, October 1, 2017. Because there has been no final disposition of the request, the Construction Permit CPPR-123 remains current in accordance with 10 CFR § 2.109 (Effect of Timely Renewal Application).

In November 2016, TVA sold the Bellefonte property at auction. The purchaser is in the process of closing the sale, which must be completed no later than November 2018. During this process, the plant remains in deferred status and there is no construction activity; TVA has continued to preserve and maintain BLN Unit 2. Since the referenced letter, no significant change in the status of Unit 2 has occurred. Therefore, TVA proposes leaving the extension request contained in the referenced letter as an open item until the NRC is able to interact with the purchaser directly and obtain completion information based on the purchasers plans.
