The purpose of this letter is to request the Nuclear Regulatory Commission (NRC) extend the latest completion date of Construction Permit CPPR-123 for Bellefonte (BLN) Unit 2.

U.S. Nuclear Regulatory Commission Page 2 June 10, 2014 By letter and accompanying Order dated March 9, 2009, the NRC granted TVA's request to reinstate Construction Permits CPPR-122 (BLN Unit 1) and CPPR-123 (BLN Unit 2)

(Reference 1). TVA reinstated the Nuclear Quality Assurance Plan at BLN as described in the letter dated May 12, 2009 (Reference 2), and resumed preservation and maintenance activities.

In August 2009, TVA requested a transition of the BLN site from terminated to deferred status (Reference 3). In response to this request, NRC conducted an inspection in October 2009 to determine TVA's readiness for the transition and thereafter granted TVA's request (Reference 4). Because BLN Unit 2 has remained in a deferred status since that time, construction inactivity has been extended. Under the current Construction Permit CPPR-123, the latest completion date is October 1, 2014 (Reference 5). TVA respectfully requests that the NRC extend the latest completion date of Construction Permit CPPR-123 to October 1, 2017.

This additional time would allow TVA to continue to preserve and maintain BLN Unit 2 in a deferred status as a valuable asset, pending a longer term determination of generation needs to meet future electrical demand. TVA will provide the NRC with a status update six months prior to the expiration of Construction Permit CPPR-123, i.e., by April1, 2017.

TVA's obligation to provide safe, economical, reliable, and environmentally responsible sources of electric power continues to require proactive planning. TVA considers it prudent to retain Construction Permit CPPR-123 to maintain a flexible range of generating options and alternatives for future base-load power supplies and competitive energy production choices. As required by NRC regulations, TVA will continue to comply with the terms and conditions of Construction Permit CPPR-123 to ensure that public health and safety is protected.

For the foregoing reasons, TVA submits in accordance with 10 CFR 50.55(b) that good cause exists for the extension of Construction Permit CPPR-123 and that the extension is for a reasonable period of time.
