ATTACHMENT BYRON STATION REGULATORY COMMITMENT CHANGE
SUMMARY
REPORT FOR 2012 Original Document and Commitment:
NRC Generic Letter 98-089 Periodic Justification of Design Basis Capability of Safety Related Motor Operated Valve and ComEd letter August 24, 1998 from R. M. Krich to NRC (AR1336558)
In response to NRC Generic Letter 96-05, Byron Nuclear Generating Station committed to implement the Joint Owners Group (JOG) Program for Motor Operated Valve (MOV)Periodic Verification in accordance with MPR-1 807 (interim) and MPR-2524-A Rev 1 (Final). Note: Not all GL 96-05 MOV Program Valves are within the scope of the final JOG program. This was not known when the original commitment was made.
Subject of Change:
At Byron, a small number of GL 96-05 MOV Program Valves are not included in the Final JOG Program Report (MPR-2524-A) such that JOG MOV PV evaluations for service related degradation effects are not applicable. GL 96-05 MOVs not within the scope of the JOG MOV PV final Report are referred to as JOG Class D MOVs. Therefore, Byron must apply alternative methods to address service related degradation that were not included in the NRC approved JOG MOV PV Program. This review concerns a change in the reporting requirements for the Class D valves.
Applicable to: Essential Service WaterOSX162A,B,C,D Low risk butterfly valves and 0SX163A,B,C,D,E,F,G,H Low risk butterfly valves These 12 MOVs are classified as JOG Class D due to having 300SS low friction surface treated bearings. These valves are classified as Class D due to the Microseal / Melanite treated 315 SS bearings.
Engineering assessment concluded that the configuration and application of these valves and the conservatisms used in assessing their valve factor capability preclude susceptibility to further performance degradation. Therefore, these valves can continue to be tested in accordance with the requirements of Class "B" valves under the updated JOG Requirements "Generic Methodology for JOG MOV Periodic Verification (PV) Program-Category D MOV Evaluations", Section 8.1.3 Margin Threshold Method - Quarter-Turn Valves with low friction surface treated metallic bearings (LFSTMB)
Justification for Change:
The JOG Class D MOVs have been installed at Byron since original construction and tested in accordance with the requirements of GL 89 and 96 -05. Byron is following the JOG program requirements to develop and justify an alternative method to address service related degradation. This commitment change is in accordance with the guidance provided in NRC Regulatory Issue Summary 2011-13, Following Up To Generic Letter 96-05 for Evaluation of Class D Valves under Joint Owners Group Motor Operated Valve Periodic Verification Program.
Status:
The commitment was changed under Commitment Change Number 2012-12.
