Dear Sir or Madam:

On December 17, 2012, Entergy Nuclear Operations, Inc. (ENO) submitted a proposed amendment to Operating License DPR-28 for Vermont Yankee Nuclear Power Station as indicated by Reference 1. The proposed change would have provided a new action statement for inoperable control rods.

Based upon further review of this proposed license amendment, ENO has determined this change is no longer necessary. Therefore, the subject proposed change is withdrawn as a license amendment request.

This letter contains no new regulatory commitments.
