Title:

Core Monitoring LPRM Uncertainty and Sensitivity Decay 1.0 PURPOSE This calculation determines Brunswick Steam Electric Plant (BSEP) Local Power Range Monitor (LPRM) signal uncertainty as a function of LPRM calibration interval. This uncertainty is intended for use in validating that used as input to core monitoring uncertainty analyses, which establish power uncertainty used as an input to Safety Limit Minimum Critical Power Ratio (SLMCPR) analyses. This calculation also determines LPRM detector sensitivity decay and the exposure threshold below which detector sensitivity is approximately constant.

Title:

Core Monitoring LPRM Uncertainty and Sensitivity Decay 3.0 METHOD OF ANALYSIS 3.1 Design Inputs None. This calculation evaluates an existing design and detector sensitivity decay model. 3.2 Assumptions 3.2.1 BSEP data used to support results in this calculation are assumed applicable to BSEP Unit 1 and Unit 2, regardless of the Unit from which the data was acquired. This assumption is justified because both Units use the same model NA300 LPRM detectors, employ a digital Power Range Neutron Monitoring (PRNM) system, have the same core and detector layout,. and operate on 24 month fuel cycles at the same core rated thermal power. 3.2.2 Estimated LPRM non-linearity bias for a 50% core power increase is assumed sufficient to account for the contribution of LPRM detector response non-linearity to core average LPRM detector uncertainty. This assumption is justified for a decrease in core power 'after detector calibration because non-linearity bias will be greatest at a reduced power approximately midway between the calibration power (equilibrium rated core power) and zero power, where there is no non-linearity bias. Bias at this interpolated mid-point of-50%, constrained to zero bias at 0% and 100%, is reasonably approximated'.,by the unconstrained bias associated with a power increase of 50%. This assumption is also justified for an increase in LPRM response after detector calibration because increases in LPRM response due to control blade movement are mitigated by the location of LPRM detectors at assembly comers diagonally opposite control blade comers. This placement limits the number of assemblies with an adjacent control blade inserted to only one out of the four fuel assemblies surrounding each detector for normal operating control blade patterns, which do not insert adjacent control blades. Deviation in LPRM response due to control blade movement is determined to be 11% in Attachment 2 by calculating the RMS relative deviation in LPRM response between LPRM readings before a control blade sequence exchange and LPRM readings after a control blade sequence exchange. LPRM readings for all detectors at every BSEP Unit l'Cycle 16 LPRM calibration performed subsequent to a control blade sequence exchange were obtained from POWERPLEX CAL files and analyzed. The resultant database consisted of 992 deviations.

4.0 BODY OF CALCULATION 4.1 LPRM Uncertainty as Function of Fluence Since Last Calibration The LPRM signals used as inputs by the core monitoring system to determine the core power distribution and calculate thermal limits are, adjusted for sensitivity decay since the last calibration performed by the Traversing Incore Probe (TIP) System. Detector signal uncertainties (a Ioand crl) above are relative to a normalized signal of 1, while remaining parameters and their uncertainties are in units of snvt (or 1/snvt). Sensitivity decay of current generation regenerative LPRM detectors is more complex than the above model. Breeding of U-235 from U-234 in the regenerative detector coating initially replaces slightly more U-235 than is consumed, followed by an equilibrium condition and then by sensitivity decay as U-235 consumption is no longer compensated by converting U-234 to U-235. Consequently the detector sensitivity plotted on a log scale initially exhibits a slightly positive slope followed by zero slope, followed by a slightly negative slope, finally followed by a relatively constant equilibrium negative slope above a threshold detector exposure. Sensitivity decay below this threshold exposure is approximated as being constant, therefore the decay constant below the threshold is by definition zero. Core wide LPRM detector uncertainty as a function of fluence since the last calibration must be determined by taking the square root of a weighted average of LPRM detector variance below and above the threshold, where the weights simply represent the number (or fraction) of detectors in core that are below and above the threshold. It should be noted that even relatively large LPRM uncertainty does not significantly impact monitored power uncertainty used in reload licensing analyses. This is the case because changes in detector sensitivity between calibrations are relatively small and increases in LPRM uncertainty result in much smaller increases in monitored power uncertainty, as is clear from equations 9-13 and 9-7 of Reference 2.3, wherein LPRM uncertainty is but one of many uncertainties statistically combined to determine monitored power uncertainty.

Title:

Core Monitoring LPRM Uncertainty and Sensitivity Decay 4.2 LPRM Detector Uncertainty AREVA core monitoring methodology assumes a value of 3.4% for LPRM detector uncertainty (see page 9-5 of Reference 2.3 and page 143 of Reference 2.2). Reference 2.3 cites Reference 2.4 as the source of this 3.4% value. Reference 2.5, Response No. 13 documents that the 3.4% value from Reference 2.4 is comprised of the following components:

1) Detector and cable non-linearity for a 15% power change (1.1%)
2) Error in detector sensitivity decay between 30 day calibration intervals (0.5%)
3) LPRM amplifier drift and non-linearity (0.4%)
4) Random noise uncertainty is neglected based on the LPRM being equipped with a high frequency filter (0%).

Reference 2.5 combines components 1) through 3) above via Square Root Sum of Squares (SRSS) to derive a detector uncertainty of 1.3%, which is then conservatively increased to 3.0% without explanation. Reference 2.5 then combines this conservative 3.0% LPRM detector uncertainty with an additional 1.5% uncertainty associated with axial interpolation of LPRM signals between detectors via SRSS to arrive at the LPRM detector uncertainty value of 3.4% cited and applied by AREVA methodology. However AREVA core monitoring uncertainty methodology double accounts for this additional 1.5% uncertainty due to axial interpolation of LPRM signals between detectors because this interpolation uncertainty is included both in the 3.4% LPRM detector uncertainty, and again via the TIP synthesis procedure uncertainty term 6Sijk (and 8Sij for application on a radial basis) described on Page 9-4 of Reference 2.3 (and page 143 of Reference 2.2). Reference 2.5 also includes detector sensitivity decay between calibrations, which is separately accounted for in this calculation. For the reasons noted above, an alternate detector uncertainty for BSEP LPRM detectors is determined from the following components as described below:

1) Cable non-linearity and detector non-linearity Reference 2.5 reports a combined cable non-linearity and detector non-linearity of 1.1% for a 15% power change. Section 4.5.2 of Reference 2.7 and page 33 of Reference 2.9 report an accepted APRM non-linearity bias of 0.49% for purposes of establishing a 120% scram set point, and also report a one sigma random detector non-linearity uncertainty of 0.5% (as a two sigma value). Recognizing non-linearity bias is zero for a 0% power change, non-linearity bias for a 15% power change can be estimated by linear interpolation as 0.49%* 15/20, or 0.37%.

Non-linearity bias for a 50% power change can be estimated by linear extrapolation as 0.49%*50/20, or 1.2%. These extrapolated and interpolated values can be compared to the zero bias point for a 0% power change and accepted proprietary non-linearity biases reported in Section 4.5.2 of Reference 2.7 for various non-zero power changes. The combined uncertainty due to cable and detector non-linearity uncertainty, and non-linearity bias due to a power change, is the SRSS combination of cable and detector non-linearity uncertainty plus the non-linearity bias due to the power change. Cable non-linearity uncertainty can therefore be estimated from the above values on a one sigma basis as

Core Monitoring LPRM Uncertainty and Sensitivity Decay 4[(1.1% - [0.49%* 15/20])2 - 0.5%2] , or 0.535%. This value can be compared to the accepted proprietary cable non-linearity uncertainty reported in Section 4.5.3 of Reference 2.7. Based on the above values, detector and cable non-linearity uncertainty for a 50%.power change is 0.49%*50/20 + 4j(0.5%2 + 0.535%2), or 1.96%; for a 20% power change it is 0.49% + 4I(0.5%2 + 0.535%2), or 1.22%; and for a 15% power change it is 1.1%. These values are determined on a one sigma basis consistent with determination of core monitoring uncertainties in References 2.2 through 2.5 on a one sigma basis. As presented in Assumption 3.2.2 and Attachment 2, the deviation in LPRM power between calibration intervals is only 11%. Therefore detector and cable non-linearity uncertainty for a 15% power change is bounding and applicable at near rated power conditions. The corresponding uncertainty for a 50% power change is applicable at all power levels for the reasons discussed in Assumption 3.2.2. Additional conservatism below rated power also exists as a consequence of core operating thermal limit margins generally increasing as core power is reduced below rated.

2) No sensitivity decay error is included in LPRM detector uncertainty Sensitivity decay error throughout the interval between LPRM calibrations is separately accounted for in this calculation.
3) LPRM amplifier drift and non-linearity is neglected The 0.4% uncertainty for this component reported for analog amplifiers by Reference 2.5 in 1974 is small. Regardless, it is neglected completely in this calculation because the BSEP LPRM amplifiers have been replaced with a digital PRNM System. Drift and non-linearity for this digital system is considered negligible.
4) Random noise uncertainty The contribution of random noise to LPRM uncertainty is neglected in Reference 2.5 based on high frequency filtering of the LPRM signals, but will be accounted for in this calculation.

LPRM detector noise is evaluated in Attachment 3 by calculating noise as the RMS deviation about the average LPRM detector reading over a sample of 2254 LPRM readings taken from 23 BSEP LPRM detectors during steady state operation. BSEP LPRM detector noise was determined to be 0.33% from this data. This random noise will be arbitrarily increased by 50% to 0.5% for use in this calculation. Section 4.5.4 of Reference 2.7 and page 34 of Reference 2.9 report (as a two sigma value) a one sigma random APRM neutron noise uncertainty of 1% for application during AOO transient conditions. This value is excessive for application to core monitoring of plant conditions prior to postulated AOO occurrence, as evidenced by the above BSEP LPRM noise data. BSEP LPRM detector uncertainty is taken in this calculation to be the SRSS combination of uncertainty components "1)" and "4)" above. Detector non-linearity bias is treated additively in the

Core Monitoring LPRM Uncertainty and Sensitivity Decay total non-linearity uncertainty, but not in the total LPRM detector uncertainty because power changes inducing the detector non-linearity are considered random. This treatment is consistent with that in Reference 2.5, Response No. 13. LPRM detector uncertainty is x(1.96%2+ 0.5%2), or 2.0% based on a 50% power change non-linearity basis. This uncertainty is appropriate for application at all power levels and excludes uncertainty due to predicting detector sensitivity decay since the last calibration. LPRM detector uncertainty is .I(1.1%2 + 0.5%2), or 1.2% based on a 15% power change non-linearity basis. This uncertainty is appropriate for application near rated power and also excludes uncertainty due to predicting detector sensitivity decay since the last calibration. 4.3 BSEP POWERPLEX-I1I (PPX-III) SNVT Accumulation Rate BSEP Unit I Cycle 16 (BI Cl 6) is selected as a representative 24 month BSEP operating cycle, which completed operation in the Spring of 2008. The Reference 2.8 B1C16 MICROBURN-B2 depletion model input was modified to set LPRM exposure at Beginning of Cycle (BOC) to zero, and the depletion repeated to follow actual B 1C 16 cycle operation from BOC to End of Cycle (EOC). The depletion was executed on the hpOO155 UNIX workstation in the directory

The uncertainty in calculated flux at the detector location is the MICROBURN-B2 calculated nodal TIP detector response uncertainty, designated as 6Tijk in References 2.2 and 2.3. As shown in Section 4.1, snvt accumulation variance is weighted by the square of the LPRM detector decay constant in the calculation of LPRM detector signal variance. Because the decay constant is small (on the order of 0.1), LPRM signal uncertainty is insensitive to snvt accumulation uncertainty. Therefore a representative value of 5% is assigned to 6Tijk. Core Monitoring LPRM Uncertainty and Sensitivity Decay 4.5 LPRM Calibration Current and Exposure Data LPRM calibration current as a function of snvt was obtained from LPRM End of Life projection curve data collected approximately annually by the BSEP neutron monitoring system engineer to monitor LPRM detector lifetime as described in Reference 2.10. It was not possible to confirm if the individual detector gains (Reference 2.14, Equation 2-10) used to obtain the calibration current data were adjusted for sensitivity decay since the last calibration; however this adjustment is small and if neglected would result in overestimating uncertainty determined from this data, which is conservative for purposes of this calculation. The data were obtained for all Unit 1 LPRM detectors in core as of March 2008 and tabulated in the spreadsheet listed in Attachment 4. Data obtained when the LPRMs were bypassed was excluded. The data extend from January 1997 through March 2008, depending on the age of each detector in core as of March 2008, and range in exposure from beginning of detector life through 21.6 snvt, near the end of detector life. LPRM snvt accumulation for this data is based on the POWERPLEX-2 (PPX-2) Core Monitoring System (CMS), with the exception of the last few weeks of B 1C 16 operation that were monitored with PPX-III. Ignoring the difference between PPX-2 and PPX-III snvt accumulation rates for this short period has negligible impact on the results of this calculation given the lifetime of a detector extends over several operating cycles. However it is appropriate to account for this difference when using PPX-2 data to determine a detector decay constant applicable for use with PPX-III. PPX-2 snvt will be multiplied by the ratio of core average PPX-II1 snvt to core average PPX-2 snvt accumulated in B 1C 16 from beginning to end of cycle to convert PPX-2 snvt to PPX-III snvt. This approach accounts for the difference in the detector snvt accumulation rate between PPX-2 and PPX-III for purposes of determining the detector decay constant and decay constant uncertainty. The B 1C 16 cycle depletion modeled with the PPX-III MICROBURN-B2 model in Section 4.3 was repeated on the NFAX02 OpenVMS system in the below directory using the PPX-2 MICROBURN-B core follow model maintained by procedure NGGC-NFP-00 11. Using the corresponding MICROBURN-B2 result from Section 4.3 of 3.823 snyt, the ratio of PPX-III to PPX-2 snvt accumulation rate is calculated as follows: 3.823/4.195 = 0.9113 4.6 LPRM Detector Decay Constant and Uncertainty The LPRM detector decay constant in the Section 4.1 exponential model is determined by calculating the logarithmic (natural) slope of the data between data collection dates: k = ln(I/I,.1 ) / (snvtn-snvtn. 1) where snvt, and snvtn.4 above are PPX-2 snvt converted to PPX-III snvt using the ratio of PPX-III snvt to PPX-2 snvt calculated in Section 4.5. The mean value theorem guarantees the resultant database of point slopes is independent of the detector exposure interval between data collection dates. The detector exposure corresponding to each point slope is calculated as (snvtn+snvtn_0/2. As described in Reference 2.10 and Section 4.1, the model NA300 detectors used by BSEP are regenerative detectors with approximately constant sensitivity through a threshold exposure, followed by exponential sensitivity decay thereafter. The natural log of detector current versus snvt early in detector life (0 through 5 snvt) was fit to a quadratic polynomial in Attachment 4 to determine the threshold exposure. Decay constant in this range is simply the derivative of the quadratic fit. The exposure at which the average decay constant above the threshold was equal to half the decay constant determined from the derivative of the quadratic fit was determined to be 2.8 snvt. Because the core monitoring system model's decay constant is by definition zero below the threshold, defining the threshold in this manner causes the core monitoring system to begin adjusting for sensitivity decay at the point where the decay constant is closer to that above the threshold than it is to the constant value of zero below the threshold. Decay constant and its uncertainty above the 2.8 snvt threshold are simply the average logarithmic point slope above the threshold and its standard deviation, respectively. Because the core monitoring system requires the decay constant to be zero below the threshold, decay constant uncertainty below the threshold is the absolute value of the average logarithmic point slope (effectively a bias), plus the standard deviation of the logarithmic point slopes about their average value below the threshold. The average logarithmic point slopes and standard deviations below and above the constant sensitivity exposure threshold of 2.8 snvt are calculated in Attachment 4. Results are summarized below.

However accepting the greater uncertainty of a fixed detector decay constant eliminates the need to monitor detector specific changes and incorporate them into the core monitoring system data bank at an appropriate frequency, as well as the increased potential for human error that would be associated with frequent changes. 4.7 Calculation of Core Monitoring LPRM Uncertainty Core monitoring LPRM uncertainty as a function of detector exposure can now be calculated using the equation for a, in Section 4.1 of this calculation, the component uncertainties determined in preceding sections of this calculation and the fraction of detectors operating below and above the exposure threshold determined as described below. The fractions of the point slopes below and above the threshold are 24.1% and 75.9%, respectively. Therefore the fraction of detectors operating below and above the threshold will be set based on these percentages, consistent with the average point slope exposures in the calibration current database. This selection is conservative relative to Attachment 4 data indicating LPRM replacement at approximately 20 snvt, because uncertainty is greater below the threshold and a 20 snvt detector life implies detectors operate below the 2.8 snvt threshold only 14% of their life. 5.0 CONCLUSION

S 5.1 Summary of Results AREVA reload licensing analyses for BSEP cores, including calculation of SLMCPR, consider an LPRM detector signal uncertainty of 4.3% (See Reference 2.12, Table 4.1 and Reference 2.13, Section 4.0 and Table 6.2). The analysis results in Section 4.7 demonstrate BSEP LPRM detector uncertainty is 4.19% for a maximum LPRM calibration interval of 2500 EFPH. Thus, the BSEP specific uncertainty is bounded by that assumed for AREVA reload licensing analysis. Best-estimate BSEP LPRM uncertainties averaged over nominal calibration intervals of 1000 EFPH and 2000 EFPH were determined to be 1.5% and 2.2%, respectively. The constant sensitivity fluence threshold and decay constant above this threshold are 2.8 snvt and -0.093 snvt', respectively, for BSEP NA300 LPRM detectors. 5.2 Precautions/Limitations 5.2.1 LPRM sensitivity decay constant, decay constant uncertainty and conversion between LPRM snvt and EFPH are all specific to the methodology used to accumulate LPRM fluence. All of these parameters can be proportionally (or inversely proportionally) adjustedby the ratio of snvt accumulated by one methodology to that accumulated by another. However the values presented in this calculation are only appropriate for application with the BSEP CASMO-4 and MICROBURN-B2 based PPX-III CMS with ELFAC (optional LPRM Flux Scaling Factor input) set to 1 for all detectors. 5.2.2 The TPCEDT Version 2.0 software assumes an LPRM uncertainty value of 3.4%. This software should not be revised to use an increased LPRM uncertainty of 4.3% following any extension of the BSEP LPRM calibration interval, because its primary use is validating performance against Reference 2.3 criteria that are based on an LPRM uncertainty of 3.4%. Monitored power uncertainty can be manually calculated using the applicable LPRM uncertainty and individual component uncertainties calculated by the software as needed. 6.0 SCOPE OF VERIFICATION Verification results should be included in Attachment 5.
