Ladies and Gentlemen:
On August 1, 2001 (i.e., Serial: BSEP 01-0063), Carolina Power & Light (CP&L)
Company requested revisions to the Technical Specifications for the Brunswick Steam Electric Plant (BSEP), Unit Nos. 1 and 2, to adopt an Alternative Source Term (AST). The AST analyses were performed based on a maximum licensed power level of 2923 megawatts thermal, in order to support CP&L's Extended Power Uprate (EPU) license amendment application dated August 9, 2001 (i.e., Serial: BSEP 01-0086). The EPU license amendment application requested an implementation period of 120 days following the license amendments becoming effective. Therefore, to support coordinated implementation of the AST license amendments with the EPU license amendments, CP&L is requesting, for both BSEP units, an implementation period of 120 days following the AST license amendments becoming effective. The Unit 1 AST license amendment should become effective immediately upon issuance. The Unit 2 AST amendment effective date should be upon completion of Unit 2 Refueling Outage 15 (i.e., B216R1), currently scheduled for March 2003.
