The purpose of this letter is to provide Carolina Power & Light Company's (CP&L) comments concerning the initial Systematic Assessment of Licensee Performanco (SALP)

Board Report forwarded by your letter of December 30,1992 (Inspection Report Nos. 50-325/92-30 and 50-324/92-30). This report provided results for the Brunswick Steam Electric Plant, Unit Nos.1 and 2 (BSEP) from the evaluation period of November 3,1991

through October 31,1992.

The Company acknowledges the NRC's assessment of our performance in the functional areas evaluated and will use the observations and findings summarized in the report in'our efforts to improve our overall performance. We are in agreement with the NRC finding that the plant was generally operated in a safe and conservative manner during'the SALP period.

The Company recognizes the need for improvement in the' performance of BSEP. The BSEP management team and CP&L Corporate Headquarters have established objectives for BSEP in accordance with the Brunswick Nuclear Plant Three-Year Plan (1993-1995) (BSEP-92-0051 dated December 15,1992); the Corporate improvement Initiatives in the CP&L-Nuclear Improvement Plan (NLS-92-317 dated November' 30,1992); and the Bru'nswick Unit 1 and Brunswick Unit 2 Integrated Startup Schedules (BSEP.92-0061 dated.

December 30,1992 and BSEP 92-0046 dated November 30,1992). These objectives will expedite improvement at BSEP and are characterized by achieving higher standards of_

performance, site and individual accountability, effective planning, and continuous L

improvement. The BSEP management team has developed a. vision for the plant and the plant organization, to be achieved over the next three years, which is intended to establish the capability for BSEP to achieve "world-class" results.
