' Technical Specifications. The parpose of this proposed Technical Specifica-I tfon. change.is to correct discrepancies discovered between the fire detectors being monitored in tha surveillance procedures and the quantities of detectors specified in Table 3.k31 of tne Technical Specifications.

The proposed revised Teihoical Sp' edification pages are forwarded in Attach-y ment 1. Attachment 2 provides a description of these changes. NNEC0 has reviewed theso proposed .chanps in accordance with 10CFR50.92 and has deter-mined that the changes do -not involve a significant hazards consideration since the proposed changes are mainly administrative in nature and will not affect the current coverage or operability status of the detection systems or prevent them from fulfilling their primary design function to detect a fire in its early stages. The basis forithis determination is discussed in Attach- ]

ment 2; i Moreover, the Commission has provided guidance concerning the application of the standards in 10CFR50.92 by providing certain examples (March 6, 1986, ,

SIFR7751) of amendments that are considered not likely to involve a signifi-cant hazards consideration. The changes proposed herein are enveloped by Example (i), a purely administrative change to Technical Specifications: for 3 example, a change to achieve consistency throughout the Technical Specifica- l

' tions, correction of an errer, or a change in nomenclature. As described in Attachment 2, the proposed changes are mainly administrative in nature and will not impact detector operability or function as no hardware modifications will be made and, 'therefore, do not impact the consequences of any design basis accident.

l  : Based upon' the information provided in this submittal, there are no signifi-cant radiological or nonradiological impacts associated with the. proposed changes, and the proposed license amendment will not have a significant effect on the quality of the human environment.

The Millstone Unit No. 3 Nuclear Review Board has reviewed and approved the proposed changes and has concurred in the above determination.

In accordance with 10CFR50.91(b), NNECO is providing the State of Connecticut with a copy of this amendment request.

Regarding our proposed schedule . for this amendment, we request issuance at your earliest convenience with the amendment effective within 30 days upon issuance.
