Millstone Nuclear Power Station, Unit No.1 Proposed Revision to Technical Specifications Switchyard Batteries Pursuant to 10CFR50.90, Northeast Nuclear Energy Company (NNECO) hereby proposes to amend its Operating License, DPR-21, by incorporating the changes identified in Attachrnent 1 into the Technical Specifications of Millstone Unit No. 1.

The proposed changes would delete reference to the switchyard batteries from the Technical Specifications. Standard BWR Technical Specifications do not specify surveillance requirements for switchyard batteries. The removal of the limiting condition for operation (LCO) and surveillance requirements for the switchyard batteries will affect Technical Specification pages 3/49-1,3/49-4 and Bases page B 3/4 9-2. Deleting Technical Specification requirements on these batteries will permit NNECO to shif t maintenance responsibility for these batteries from the Millstone Unit No. 1 Maintenance Department to the New London Substation Maintenance Department. The batteries are one of many components requiring surveillance / calibration / preventative maintenance that make up the switchyard. Breakers, disconnect switches, cables, protective relays, etc., are not contained in the Technical Specifications. Therefore, the proposed changes will provide consistent treatment of the Millstone Unit No. I preferred offsite supply.

NNECO has reviewed the attached proposed changes pursuant to 10CFR50.59 and has determined that they do not constitute an unreviewed safety question.

The probability of occurrence or the consequences of a previously analyzed accident have not been increased and the possibility for a new type of accident has not been created. Since switchyard batteries do not serve a safety-related function and are not included in the Standard BWR Technical Specifications, the changes proposed herein will establish consistency between the Millstone Unit No. I and Standard BWR Technical Specifications.

NNECO has reviewed the proposed changes, in accordance with 10CFR50.92, and has concluded that they do not involve a significant hazards consideration in that these changes would not:

1. Involve a significant increase in the probability or consequences of an accident previously evaluated because switchyard batteries do not serve a safety-related function.
2. Create the possibility for a new or different kind of accident from any previously analyzed. The proposed change has no effect on potential failure modes because there are no equipment changes; the only change is the transfer of responsibility for maintenance of the batteries.
3. Involve a significant reduction in a margin of safety, in that the reliability of the batteries will not be degraded. By having the switchyard batteries maintained by the New London Substation Maintenance Department, reliability will be consistent with the entire NNECO system.

The Commission has provided guidance concerning the application of standards in 10CFR50.92 by providing certain examples (51FR7750, March 6,1986). The change proposed herein is not enveloped by a specific example; however, removal of this non-safety related provision from the Technical Specifications would result in no deleterious effects and would facilitate focusing attention of maintenance personnel on matters more directly related to nuclear safety.

The Millstone Unit No. I Nuclear Review Board has reviewed and approved the attached proposed revisions and has concurred with the above determinations.

In accordance with 10CFR50.91(b), we are providing the State of Connecticut with a copy of this proposed amendment.

Pursuant to the requirements of 10CFR170.12(c), enclosed with this amendment is the application fee of $150.
