Dear Sir or Madam:

The Crystal River Unit 3 Facility Operating License contains Conditions that must be met by the Licensee. Condition 19 of section 2.C of the license states the following:

ADP CR3 must ensure that a performance bond is obtained if a settlement agreement with the U.S. Department of Energy (DOE) on DOE reimbursements for spent fuel management expenses is not entered into by January 1, 2025. The performance bond will be effective January 1, 2025, initially in an amount equal to one year's worth of spent fuel management expenses. ADP CR3 will thereafter ensure that a performance bond is maintained for subsequent years, in the amount of the applicable estimated annual expense, until a settlement agreement with the DOE is entered into.

In accordance with the above Condition, ADP CR3 hereby submits documentary evidence that a performance bond in the amount of $7.822 million has been obtained, effective December 31, 2025. This bond is a continuation of the original performance bond submitted in Reference 2 and has been adjusted for estimated 2026 annual ISFSI expenses. Documentary evidence of the performance bond continuation is contained in the Attachment to this letter.

This letter contains no new regulatory commitments.

3F1225-01 CONTINUATION CERTIFICATE The Liberty Mutual Insurance Company (hereinafter called the Surety) hereby continues in force its Bond No. 018241082 in the sum of Seven Million Eight Hundred Twenty Two Thousand Dollars and 00/100 ($7,822,000.00)

Dollars, on behalf of TN Americas LLC in favor of ADP CR3, LLC for CR3 Spent Fuel Mgt Expenses Reimbursement subject to all the conditions and terms thereof through 31st Day of December, 2026 at location of risk.

This Continuation is executed upon the express condition that the Surety's liability shall not be cumulative and shall be limited at all times by the amount of the penalty stated in the bond.

IN WITNESS WHEREOF, the Surety has caused this instrument to be signed by its duly authorized Attorney-in-Fact and its corporate seal to be hereto affixed this 4th Day of November, 2025.
