Crystal River Unit 3 - ISFSI Only Emergency Plan Implementing Procedures

Dear Sir:

In accordance with 10 CFR 50.4(b)(5)(iii), 10 CFR 50.54(q)(5), and 10 CFR 50, Appendix E, Section V, Duke Energy Florida, LLC (DEF), hereby submits a revision to existing emergency plan implementing procedures for the recently approved and implemented Crystal River Unit 3 (CR-3) Independent Spent Fuel Storage Installation (ISFSI) Only Emergency Plan (IOEP). One of these implementing procedures has been determined to contain Security Related Information (SRI).

Implementing procedures specifically address elements of the IOEP that directly aid in the mitigation of, or lessen the impact of, an emergency. Implementing procedures provide direction and information used during an actual emergency in areas such as: assessing the significance of an emergency condition, staff augmentation, responsibilities and actions of emergency and non-emergency personnel, emergency notifications, and assessment of radiological releases.

CR-3 has revised multiple IOEP implemepting procedures due to the recently approved Amendment No. 253 for the IOEP. The revised procedures are: Al 4000, Al 4001, EM 205, EM 502, EM 504, HPP 334, ISFS 190, TPP 219, and EM-911 D. EM911 D does contain Security Related Information; as such, it must be withheld from the pu~lic in accordance with 10 CFR 2.390(d).

Enclosure 1 lists the revised implementing procedures. Enclosure 2 provides the 10 CFR 50.54(q)(5) analysis summary for the revised implementing procedures. Enclosure 3 provides a copy of the revised implementing procedures.

There are no new regulatory commitments contained within this letter.
